12 Feb. 20 Feb. 27 pie were charged with illegally catching the fish. "This is probably the biggest as far as numbers and intent," said Capt. Joseph Meyer, a marine enforcement officer with the Division of Fish and Wildlife.

"They know what they are doing is illegal, and they intentionally violated the regulations for profit." Officials said the suspects planned to sell live blackfish to Asian restaurants, where the fish command high prices. A surveillance team watched 12 anglers return to shore Tuesday afternoon and move the blackfish from aerated barrels into mesh bags hung in the water along the side of the dock. A crew member checked for en forcement officers about every five minutes. Officers found that five men did not exceed the legal limit of 10 fish. The other seven were charged with exceeding the limit and catching undersized fish.

Four men also were charged with catching more than 100 pounds of blackfish without a commercial permit and intent to sell the fish during the closed commercial season. Officials identified the men facing the most serious charges as Walter R. Czekaj 31, of Huntington, N.Y.; Alan Dresner, 51, of Brooklyn; Steven B. Groe-newoud, 32, of Poughkeepsie, N.Y.; and Peter R. Lewis, 31, of The Bronx.
