COLOMBIA was chosen as the site of the 1986 World Cup soccer championship, but reluctance of President-elect Belisario Betancur to spend public money on preparations may result in the United States or Brazil being chosen as the site. Betancur, who takes office Aug.7 and who would be Colombia's president during the 1986 World Cup, has frequently said he is opposed to the government spending money on the World Cup. The current president, Julio Cesar Turbay, also has steadfastly refused to spend public money on World Cup preparations.

The Colombian congress actually makes the decision, but since Turbay heads the Liberal party and Betancur heads the Conservative party, there is little doubt that congress will be unenthusiastic about approving any World Cup expenditures. TWO ALL-STAR soccer teams representing Europe and the Rest of the World, drawn mostly from the current World Cup tournament, were named yesterday for a game to be played Aug. 7 at Giants Stadium to benefit UNICEF. Franz Beckenbauer of Germany and Pele of Brazil, who both led their countries to victories In the World Cup, are the honorary captains. Beckenbauer told a news conference he hopes to play for at least one half of the game.

THE UNITED States, Canada and Chinese Taipei each emerged from the World Women's Softball Tournament's preliminary round robin with unbeaten records in six games last night. The wind was 2.1 meters per second. The limit is two meters. The world record for the 100 meters is 9.95 seconds, held by American James Hines. MORE THAN 7,000 marathon runners are expected to pound through the streets of San Francisco tomorrow in a race that organizers hope will join Boston and New York in a triple crown of marathon running.

The new, citywide 26.2-mile course leads the runners through the Hispanic Mission District, through Chinatown and the Italian North Beach and along the Marina District waterfront beneath the shadow of the Golden Gate Bridge. Meanwhile, British middle distance superstar Steve Ovett abandoned the race at the meet yesterday with stomach cramps and was taken to a hospital where he was treated and later released. Miscellany FAME, the early-line 8-5 favorite, heads a field of nine 2-year-olds pacers tonight in the $543,500 Lawrence B. Sheppard Pace, the richest event ever held at Yonkers Raceway. The previous high purse of the $513,300 Cane Pace on June 19. drugs because he felt the Cleveland organization had taken a bad rap for its conditioning program.

NEW YORK The National Football League was advised yesterday by the Management Council, its negotiating unit, to make written contract offers to all prospective rookies before the July 15 expiration of the collective bargaining agreement. The Management Council action, in a telex to each of the 28 clubs' presidents and general managers, was in response to a news conference Thursday in Washington by Ed Garvey, executive director of the players union, who said rookies would be barred by the union from signing with clubs once the bargaining agreement expires. WIDE RECEIVER Charlie Joiner has decided not to retire and has signed a contract for his 14th year in professional football, the San Diego Chargers report. Eugene Klein, president of the National Football League club, said Thursday that the Chargers also signed quarterback James Harris, who like Joiner is 34.

National Basketball Association opens its 1982-83 season with a full slate of 11 games, the league announced today. The Lakers also will host the 33rd NBA All-Star Game on Feb. 13, and will play the New Jersey Nets in the annual Hall of Fame exhibition game Oct. 26 in Springfield, Mass. The season will be the league's 37th, and will end April 17.

Opening night games include Chicago at New Jersey, Philadelphia at New York, Boston at Cleveland, Atlanta at Detroit, Washington at Indiana, Portland at Kansas City, Dallas at Denver, San Antonio at Utah, Phoenix at San Diego and Houston at Seattle. The only team not playing opening night, the Milwaukee Bucks, will host New York on Oct. 30. CLEVELAND CAVALIERS guard Geoff Huston disputes claims by team owner Ted Stepien that some players on the 1981-82 National Basketball Association team were habitual drug users. Huston, one of 23 players who wore a Cavalier uniform during the 1981-82 season, said Stepien's analysis of the team's poor 15-67 performance was wrong.
