Today- Asrailing the Democratic party for attempts to make political capital out ot the oil scandal, Senator James F. Watson vigorously defended the Harding-Coolidge administration in sounding the keynote of Indiana campaign before the Republican state convention here today. malfeasance of some officials did not affect the safe and clean government of the nation," Watson said. "I marvel that in the face of the Democratic record of war expenditures they can talk of graft and incompetency. Billions were wasted whllo our armies at the front Jacked the essentials of war." He declared the political prin-! ciples of Abram Lincolu were still the principles of the Republican party today and that the application of these principles the government had made the United States the foremost pation of the world.

He defended the Mellon tax plan as the tairest means ot roducing taxation and called for passage of a co-operative marketing bill. Turing to foreign affairs Watson sald the Republican party stands for the full co-operation of the United States with foreign nations betterment of conditions ration abroad, consistent with the preserof our national integrity." Watson made no reference to the issue of the Ku Klux Klan. There was every prospect. however of a strenuous fight between delegates representing the discordant elements of the Klan with State Chairman Walb acting as the peacemaker, The first tilt between the rival, groups came in caucusing over the slate of delegates-at-large to the national convontion. A roport leakout of a caucus of old guard leaders that only friends of Senator Watson who would back him for the nomination for rice president would find a berth on the delegation to Cleveland.

The arrangement met with the ap. proval of the Klan element headed by H. W. Evans, Imperial Wizard, who journeyed here from Atlanta to he on hand for the state convention and Walter Bossert, Imperial representative. In the camp of the Stephenson faction of the Klan, however, bitter resentment was aroused by the move to bring the Watson and Bossert elements into an alliance.

The principal battleground between the Klansmen will be on delegates at large to the national conrent and on selection of nominees for a few of the state offices.
