BLL IN THE M)SSlr4G LETTED IN VV TV BELOW. HERE'S JOHNNY Johnny Carson celebrates his 23rd year as host of "The Tonight Show" with a two- hour special airing Monday, Sept. 30 on NBC. (Stations reserve the right to make last-minute changes.) Rock stars continue their charity efforts By E.A. Vare Charity begins at home but where does it end? When it comes to the music business the answer seems to be: It doesn't.

And isn't that nice? Roger Daltrey Some new entries into the rock charity pool: "After the Fire," the first single from Roger Daltrey's new solo album, will see all its royalties donated to the Band-Aid trust. The SOAP SCOOP, Susan Hayes finds new life on By Connie Passalaequa One of the major players in daytime soap history is Susan Seaforth Hayes, whose "Days of Our Lives" romance and marriage to Bill Hayes (they played Julie and Doug Williams) led "to both their real-life marriage and their unofficial roles as king and queen of soaps of the early '70s. They were the couple featured on the cover of a 1974 issue of Time magazine, containing the article on soaps that first legitimized the genre to the outside (non-fan magazine) world. Susan Seaforth Hayes But a tragic thing happened to the soap opera royal couple as they made their way through die '80s. As soaps, especially "DOOL." placed more emphasis on young characters, the still- popular couple was shoved so far into UK story line background that they had no choice but to leave the show at the end of their 1984 contracts.

Mrs. Hayes, always the more outspoken of the two. blasted the show whose mainstay she had been for the last 16 years. She was also the one to resurface first on daytime when she took the role of Joanna Manning on "The Young and the Restless" earlier this year. "Change is bitter but sometimes something good can come out of it," she says of her new role.

"It's wonderful to be actually acting again, not like during the last few years, which were so filled with tension. I feel like I'm starting off with a clean slate." The role of divorcee Joanna was conceived by Bill Bell, the head writer and co-producer, who held the same position at "DOOL" while the Hayeses were at the peak of their popularity. "It wasn't done specifically for me but I do know they wanted to do a woman like her when my mother was writing the show." (Mrs. Hayes' mother, Elizabeth Harrower. was a writer on the show for nine years.) On the soap, Joanna is a woman who has returned to Genoa City years after deserting her daughter Lauren (Tracy Bregman), following a divorce from Neil Fenmore (Jim Storm).

Mrs. Hayes has been given the chance to display some of the same flash of evil she portrayed so well on "DOOL." "On Julie's first day on 'DOOL' she stole a mink coat." she remembers of the heroine who turned overly sweet in her final days. Meanwhile, her husband Bill has been working in theaters around the country. "Billy's currently preparing to do the role of Salieri in 'Amadous' in Milwaukee." she says. "I visit him a lot wherever he is.

I've learned I can work single." song was written by Daltrey's former Who-mate Pete Townshend. Also coming to Band-Aid (the organization behind Live-Aid) will be the British royalties from the Cars' "Drive." The song was a hit single for the Cars in the States, but had never been released in England. The telethon lines lit up so much when the band played that song during the Live-Aid concert that the group's management decided to put it out in England and donate the proceeds to the cause. Grace Jones was asked to be one of the guest vocalists on the "Arcadia" album, which is what Simon LeBon, Nick Rhodes and Roger Taylor have decided to call their non-Duran recording group. Miss Jones says she'll donate her profits from the disc to AIDS research.

Another charity effort this one fighting cancer is the annual Rock 'N' Racing team, which goes buggy- riding in the desert every year to raise funds for the City of Hope cancer hospital. This year's celebrity drivers included Toto's Steve Lukather, the Tubes' Fee Waybill, Chicago's James Pankow and actors Chuck Norris and Robert Hayes. Rock 'N' Racing raised $20,000 last year during its bone-jarring desert run. "Greenpeace" is the title of a superstar compilation album whose profits will be donated to that environmental protection organization. Artists on the Records charity LP include Eurythmics, George Harrison, Peter Gabriel, Howard Jones, Thomas Dolby, Madness and Depeche Mode.

Live-Aid organizer Bob Geldof has been cast against type as a murderer in the upcoming movie "The Fantasist." The film began shooting last month in Ireland. What are horror-movie hostess Elvira (Cassandra Petersen) and Blood, Sweat and Tears' Al Kooper doing in Cheech and Chong's new video? We don't know, but the Springsteen parody, "Born In East L.A.," is a clever bit detailing Cheech Marin's run-in with the U.S. Immigration Service. Ever heard the Boss as interpreted by a mariachi band before? STILL SLUGGING Kirk DouglM plays a former baaabaN ptoyor who is now a nitty pa- tiant in Amoa," a CBS movia airing Sunday, SapL 29..
