The authority said it has received similar requests from two municipalities in North Jersey. Mrs. Katharine Elkus White, chairman, said the study should be completed by late November.

Safety Standards Met D. Louis Tonti, authority executive director, said parkway overpasses, which have railings of varying heights, meet federal safety standards. The authority said there never has been a case of anyone falling off a parkway overpass, and, until recently, there had been no complaints in eight years. The authority gave no definite answer on the question of jurisdiction over the bridges and the responsibility for making improvements, such as raising the height of railings. The Sycamore avenue overpass is on a county road.

Access Road Traffic The authority reported that traffic counts at the recently reopened Telegraph Hill access road show that weekday traffic is averaging 1,025 cars a day to and from the parkway. The road was reopened pending completion of the Red Hill road interchange to serve the Middletown Holmdel area.
