He worked for Excel Wood Products in Lakewood for 14 years. He was a member of the Island Heights Volunteer Fire Co. and Chapter 50, Disabled American Veterans, Lakewood. Surviving are his wife, the former LILLIAN GALLAGHER MANCHESTER TOWNSHIP Lillian Gallagher, a retired telephone solicitor, died Monday at Community Memorial Hospital, Toms River! Mrs. Gallagher, 78, was born in New Britain, Conn, and lived in North Merrick, N.Y.

before moving here five years ago. She was a member of St. Thomas Lutheran Church, Brick Township. She was also a member of the American Association of Retired Persons and the Cancer Dressing Club of Leisure Village West. Surviving are her husband, William JULIUS C.

AGRO DOVER TOWNSHIP Julius C. Agro, a retired drug company employee, died Monday at Point Pleasant Hospital. Mr. Agro, 55, was born in Palisades Park, and lived most of his life in Jersey City before moving here five years ago. He was employed at Block Drug Company of Jersey City for 26 years.

He was the director of inventory control when he retired six years ago. He was a World War II Army veteran. He was a member of the Loyal Order of Moose, Point Pleasant, and a communicant of St. Justin's Roman Catholic Church, here. Mr. Faranda, 54, of Reid Street, was born in Hoboken and lived in North Bergen before moving here six years ago. He retired eight years ago. Surviving are his wife, the former Ger-maine Tolerico; three daughters, Linda, Debra and Kim, at home; his mother, Con-cetta, Jersey City; three brothers, Salva-tore, Anthony and John, North Bergen; and two sisters, Grace- Tesoro, Dover Township, and Mildred, Jersey City. FLORENCE L. BLACK WELL HAMILTON TOWNSHIP Florence L. Blackwell, whose daughter lives in Point Pleasant, died Monday at the Clairmont Nursing Home, Point Pleasant. Mrs. Blackwell was 88.

She was born in Camden and lived in Hamilton Township, outside of Trenton, most of her life. She was the widow of Harold W. Black-well, who died in 1975. Surviving are a son, Clifford here; two daughters, Mrs. Robert Stockham, Spokane, and Mrs.

William G. Ast-bury, Point Pleasant; 10 grandchildren and 17 great-grandchildren. The Saul Memorial Home, Trenton, is in charge of arrangements. SADIE A. THORPE MIDDLETOWN TOWNSHIP Sadie A.

Thorpe, Leonardville Road, Belford, died yesterday at Riverview Hospital, Red Bank. Mrs. Thorpe, 70, was born here and was a lifelong resident. She was a member of the United Methodist Church. Surviving are her husband, Ralph; a daughter, Joan Muller, Eatontown; a sister, Mae Ballwics, Holmdel Township; and a grandson.

JEAN ELNORA VANDERMARK WEST LONG BRANCH Jean Elnora Vandermark, a housing authority manager, died Monday at Monmouth Medical Center, Long Branch. Mrs.

Vandermarke was born, in Nan-ticoke, Pa. and lived in Burlington before moving here 33 years ago. She was employed by the Long Branch Housing Authority since the time when the Woodrow Wilson Complex, the Chester A. Arthur Home, Hobart Manor and Kennedy Towers were built. She was cashier-bookkeeper and manager of Hobart Manor and Chester A.

Arthur Housing. Mrs. Vandermark was a member of Old First United Methodist Church, and the C.K. Swartz Circle of the United Methodist Women's She was a founding member and organizer of the Chester Arthur Senior Citizens and coordinator and charter member of the Kennedy Towers Senior Citizens Club. Mrs.

Vandermark graduated from the Wyoming Seminary Business School, Kingston, Pa. Surviving are her husband, Paul a son, Paul here; a daughter, Mrs. David Lomet, Yorktown Heights, N.Y.; a sister, Ruth Middleton, Long Branch; and four grandchildren. BRANSON JR. MIDDLETOWN TOWNSHIP Harry I. Branson a retired commercial fisherman, died yesterday at Riverview Hospital, Red Bank. He was 84. Mr.

Branson, who lived on Compton Street in Belford, was a lifelong resident of the township. He retired in 1976. Mr. Branson was a member of the Pleasant Plains Gun Club. A son, Thomas was killed in action in World War TJ.

Surviving are his wife, the former Olive Sherman; three sons, Frank and Harry HI, here, and Charles, Keansburg; three daughters, Lillian Tanski, Keyport; Dorothy Tanski, Keansburg, and Barbara Lewallen, here; a brother Clinton, Red Bank; 25 grandchildren and 31 greatgrandchildren. CARESSA NEALY Federal court puts leash on: dope sniffing The Associated Press NEW ORLEANS Dogs trained tp smell out dope may sniff cars and lockers at a public school, but it is unconstitutional to have them make sniff searches of students, a federal appeals court said yesterday. -The 5th U.S. Circuit Court of Appeals ruling came in an appeal filed for three students at Goose Creek Independent School District at Baytown, Texas, near Houston.

"We don't necessarily make sniff, searches of students, so it came out OK for us," said Rick Newman, owner of ties Associates International Inc. in Hons-, ton. The company provides 60 school districts in Texas with dog trained to alert handlers to the presence of any one of some 60 substances. The appeals court decision reversed ruling by U.S. District Judge Robert O'C-onor Jr.

of Houston, who had held that it was not unreasonable to sniff-search lockers, cars, pockets, purses and outer ments. He said the program subjects stu-j dents to minimal intrusion, humiliation and fear and thus does not violate due process. In rejecting the sniff -search of dents, the 5th circuit said, "The Constitution does not permit good intentions to--justify objectively outrageous intrusions on, student privacy." The judge also had refused to certify the suit as a class action case, with the. outcome applying to the 15,400 students in the district. The 5th circuit ordered him to certify the class.

In sending the case back, the 5th cir- cuit included directions that he grant an; injunction against sniff-searches of students. O'Conor also was directed to hold a trial on whether the dogs are actually reliable detectors. The suit contends that even if a dog. gives an "alert" while sniffing a car of locker, dog noses are too erratic to provide-sufficiently strong basis to warrant a further search. Robert Horton, as next friend, filed the suit for Robby Horton, Heather Horton and Sandra Sanchez.

"The named plaintiffs were all subject--. ed to the sniffing of the canine drug detectors," the decision said. "Two of them', Robby Horton and Sandra Sanchez, trig- gered alerts. School officials questioned Sandra, took her purse, and searched it without her consent. They found a small bottle of perfume, which they returned to her.

Robby was asked to empty his pockets, which he did. When nothing incriminating was found, the school officials, searched his socks and lower pants legs but again found no contraband." Giberson, a retired bakery products salesman, died Monday at Monmouth Medical-Center, Long Branch. Mr. Giberson, 72, was born in Riverside Township in Burlington County and lived in Neptune City before moving here a year ago. He was a self-employed salesman for 15 years, retiring in 1977. Surviving are five sons, William, Saltil-10, Mexico; Donald, Bordentown; Dennis, here; Scott, Neptune, and Howard Gould, Sayreville; a daughter, Mrs.

Paul Hayes, Brick Township; four sisters, Anne Levin, Philadelphia; Sallie Heitz, Edwards Air Force Base, Jean Froelick, Willing-boro Township, and Bertha Draper, Riverside; 11 grandchildren and one greatgrandchild. HAZEL C. MARKS WALL TOWNSHIP Hazel C. Marks, 84, of Belmar Boulevard, died yesterday at Jersey Shore Medical Center, Neptune. Mrs. Marks was born in Newton in Sussex County and resided in East Orange before moving here permanently in 1963.

LLOYD ILLSLEY BRADLEY BEACH Lloyd Illsley, a school crossing guard and boardwalk employee, died Monday at Jersey Shore Medical Center, Neptune. Mr. Illsley, 89, of Main Street, was born Newark and lived here 20 years. He was employed by the borough over years. His wife, the former Edyth Althen, died 1968.

JANE D. GREENLEE DOVER TOWNSHIP Jane D. Greenlee, 66, of the Gardens of Pleasant Plains, died yesterday at Community Memorial Hospital.

She was born in Bronxville, N.Y. and lived in New York before moving here 12 years ago. Mrs. Greenlee was a member of the Presbyterian Church of Toms River, here, and its United Presbyterian Women's group. He was employed 10 years with the former Two Guys department store, Middle-town, retiring five years ago.
