Rookie League banquet June 30 The Amistfld Rookie League will present more than $1,500 in trophies to Little Leaguers in the fund-raising banquet to be held Tuesday, in, the Civic Center at 7 p.m.

About 180 youngsters win DC given trophies by mo Mayor Herb Whltls. The founders of the league, Filcmon Ortiz, Richard Castro, Jesse Ortiz, Richard Perez, and Henry Gomez will also be honored by Whitis at the banquet. The tournament champion Coca-Cola Sprites will receive a special trophy for winning the post-season tournament, and the sponsor will keep it for one full year, or until the championship is relinquished. The league is selling thermo-sleeves for $2 each as a fundraising effort, according to Richard Riley, president of the league, there will be another $2 charge to be admitted into the banquet, but players will get in free, "This is about the only way we can raise money. It costs quite a bit to keep the league operating," Riley said.

Riley said the league, now in its fifth year had avery successful season. "The original purpose of the Rookie League was for the kids who can't qualify in the American or National Little Leagues. We felt this was not fair, so we came up with the league," he said. Only 7-10 year-olds are allowed to compete, and it's the only league where there is a mandatory rule that every player must play at least two innings. The final fund-raiser of the year will be a slow-pitch softball game pitting the Amistad Rookie League coaches, managers, and officers against the American and National Little League at Hogan Park in mid-July.

The Colts are 4-2 on the year. NEW YORK (AP) Major league baseball's silent summer is in its third week now. The crack of the bat, the roar of the crowd is absent in ballparks from Boston to San Diego, and there is no sign that things will get better in the near future. Three days of bargaining collapsed Friday, destroying whatever optimism had been generated the previous two days when first the owners and then the striking ballplayers submitted, new proposals on the stalemated issue of compensation what kind and how much for signing a quality free agent in the annual re-entry draft. While compensation is the only issue at present, the gap between the warring parties could become increasingly wider before long.

If and when the strike is settled, there seems certain to be a torrid dispute over whether the strike time should be credited as part of a player's major league service. To determine length of service, a "season" consists of 172 days in the majors, even though 'the April 8-Oct. 3 calendar season runs longer than that. If strike time is not counted, a number of players such as Ron Guidry of the New York Yankees cannot become free agents at the end of the 1981 campaign. On July 6, following a third postponement, a National Labor Relations Board judge hears the players' charge of unfair labor practices against the owners.

They are trying to force the owners to open their books since management has been crying that massive free- agent spending is driving them to the poorhouse. The last thing the owners want is to have their financial ledgers made public. And, in the long run, what is to prevent the players from demanding total i.e., annual free agency when the current Basic Agreement expires a few years hence? The courts gave them that right in the mid--1970s when the reserve clause that bound a player to his team seemingly forever was ruled unconstitutional. When Friday's talks collapsed, federal medietor Kenneth Moffett said no further sessions would be scheduled for at least several days. Meanwhile, the players accused the owners of having a timetable that forestalled an immediate settlement.
