WW 1 ASBURY tARK EVENING PRESS, July 29, 1969 Showdown on Income-Rate Extension May Seal Surtax Fate in Congress WASHINGTON in -A fast THE approaching congressional showdown over extension of the present income tax withholding rates may decide the fate of President Nixon's House leaders tried yesterday to put through a 15-day extension of the withholding rates to include the 10 per csnt surtax levy, but were blocked by a parliamentary move. A bill passed by the House and approved by" the Senate Finance Committee would continue the 10 per cent surtax the final six months of this year and lower it to 5 per cent for the first six months of 1970. Even if the withholding extension clears the House, it could run into trouble in the Senate where Republicans are seeking time to negotiate with Democrats for action on the surtax itself. But the response yesterday by Senate Democratic Leader Mike Mansfield ws not encouraging to the administration. He waid he would be reluctant to bring up the 15-day withholding resolution unless the Republicans, including top administration officials, would agree to a compromise package worked out in the Senate Democratic Policy Committee. This called for a five-month surcharge extension while the Senate works on a big tax reform bill now being drafted in the House Ways and Means Committee.

The Foublicans rejected this last week and restated their argument yested that a full year's ext'tion is essential to ficht inflation. An opponent, Republican Sen. Clark L. Bradley of San Jose, contended the new law is "a step in the direction of Reno-Las Vegas type of divorce proceedings We do not want California to become a divorce mill state." The measure cuts to six months the current one-year residency requirement and the time between filing for a divorce and getting it. At present, 11 of the 50 states have residency requirements of six months or less.

Nevada's residency requirement, however, is only six weeks. B.
