MAY ALTER STATUS OF JAIL KEEPER Bright Has Bill to End His Being a Constitutional Officer. "JOKER" IS SEEN IN PROPOSED LEGISLATION (Special to The Press) TRENTON, Jan. 19. Among the new Ineasures offered in the senate last night was a concurrent resolution by Senator Bright of Wildwood for an amendment to state constitution to remove the position of principal keeper of the state prison the list of constitutional officers. Joseph S.

Hoff of Princeton, is the present warden, and his five year term expires in 1927. As a constitutional officer the principal keeper of the prison may only be removed from office by impeachment. The "joker" in the Bright resolution is that it was not offered a year ago, along with the other proposed constitutional amendments, which are scheduled led to be submitted to popular vote this year. The Bright resolution, if adopted this year, would have to be re-adopted in 1927 by the legislature of that year in order to be submitted to the electorate. Under the constitution amendment may only be submitted to popular vote once in five years.

It the voters pass on proposed constitutional amendments in 1926 they cannot vote again C.I them until 1931. The Bright resolution, therefore, is believed to have been offered purely as carrying out the thought of the Bright survey committee, without any thought of its eventual submission to popular vote. Other bills offered in the senate: Senator Simpson, permits common pleas court judges of Essex and Hudson to Ax salaries of sergeant-atarms and court criers on approval of freeholders; Senator Groat, $5 daily compensation with $250 yearly maximum for township committeemen; Senator A. (Special to The Press) TRENTON, Jan. scheming of Joseph Schulman, former New Brunswick resident, to beat the United States immigration laws, in which he a Jersey girl prove citizenship, is told in an opinion filed by Chancelor Walker today in the court of chancery.

Mrs. Lena Schulman, the wife, is seeking annulment of her marriage on grounds of fraud. Schulman was deported to Europe but succeeded in smuggling his way back to this country, thru a stop-over at Cuba. The court papers stated Mrs. Schulman last heard from her husband from Tampa, Fla.

He told the true story of his predicament, that he was faced with deportation. Mrs. Schulman promised stand by him. Schulman revealed his plan to be smuggled back into this country. In September or October of 1924, Mrs.

Schulman told her brother of her marriage, the decision revealed. She filed suit for annulment on May 4, 1925. Two letters were produced by the wife from Schulman, one from Havana, dated Oct. 28, 1924 and other from Tampa, May 4, 1925, the latter date being the one she filed her for annulment. Chancelor, never Walker have said been the consum- marmated but when Mrs.

Schulman promised to stand by her husband there was ratification and not repudiation. The chancelor said the record in the deportation proceedings was not submitted in the annulment suit and the only proof of this situation came from the wife's oral testimony. The chancelor suggested that a copy of the deportation proceedings be submitted and Mrs. Schulman's counsel, Philip M. Brenner of New Brunswick.
