BuLst, 76, Crestwood Village, died Tuesday at Community Memorial Hospital, Toms River. He lived in Phoenixville, before moving here a month ago. Mr. Buist worked as a machine designer for the RCA Harrison, before retiring in 1967. He was a member of the Laymen's Home Missionary Movement, Chester Springs, and the American Association of Retired Persons.

Surviving are his wife, Ruth; two daughters, Mrs. Richard Haroff, Upper St. Clair, and Mrs. Ronald Miller, Rohnert Park, three granddaughters and one great-granddaughter. The Anderson Campbell Funeral Home, here, is in charge of arrangements.

Herbert F. Johnson; Headed Wax Company RACINE, Wis. (AP) Herbert F. Johnson, 79, who headed S.C. Johnson and Sort Inc.

(or 38 years, died at his home early yesterday following a brief illness. Mr. Johnson became president and chairman of the firm, widely known for making Johnson's Wax, tn 1928 at the age of 28 upon the death of his father, Herbert F. Johnson Sr. He stepped down as president In 1958 and served as chairman and chief executive officer until 1966, when he became honorary chairman and then chairman emeritus in 1974.

He was a grandson of Samuel Curtis Johnson, the firm's founder. In 1928, Johnson's Wax had 500 employees and three overseas subsidiaries. Now it has 5,800 employees In the United States and similar number overseas, working In 40 countries. The company Is the world's largest producer of waxes and polishes and also makes Insecticides, and through a subsidiary manufactures recreational Item. Mr.

Johnson's son, Samuel C. Johnson, Is current chairman and chief executive officer. Other survivors include his wife, Georgia; a daughter, Karen J. Keland, and a sister, Mrs. J.J.

Louis. M.F. Van Pevenage; Was Co-Owner of Inn LAKEWOOD Marcel F. Van Pevenage, 61, of 13 Autumn Road, died Tuesday at his home. He was born in Llnkebeek, Belgium, came to this country 57 years ago, and had lived here for the past 50 years.

With his brother, Frank Van Pevenage, Freehold, Mr. Van Pevenage owned Van's Freehold Inn, South Street, Freehold Township. He was an Army veteran of World War II and a member of Post 54, American Legion, Freehold. In addition to his brother, he Is survived by his wife, the former Patricia M. Welgand; a daughter, Mrs.

Marjorie A. Housen, Brlelle; three stepsons, Roger D. Applegate, Jackson Township, and Stephen M. Gray and Andrew F. Gray, both at home; a sister, Mrs.

Alice Sprouls, Essex Fells, and three grandchildren. The Freeman Funeral Home, Freehold, is in charge of arrangements. CHARLES J. CARTOSSA MIDDLETOWN TOWNSHIP Charles J. Cartossa, 90, of 14 Leonard died yesterday at Rlverview Hospital, Red Bank.

Before retiring 25 years ago, Mr. Cartossa was a quality control inspector for the J.C. Penney New York. He was an Army veteran of World War I. Surviving are his wife, the former Rose Richter; a son, Edward, Sunshine Beach, two daughters, Mrs.

Catherine Cosca, New York, and Mrs. Lenore Domenichetti, here; three brothers, Thomas, Brooklyn, N.Y., and Louis and Flavio, New York; a sister, Mrs. Matilda Esposito, New York, five grandchildren and two great-grandchildren. The John F. Pfleger Funeral Home is in charge of arrangements.

MRS. SALLY SHOTT FREEHOLD Sally Dunn Shott, 71, of 70 South died yesterday at Freehold Area Hospital, Freehold Township. She was a lifelong resident here. Mrs. Shott was employed as a cashier for the Martell Seabreeze Restaurant, Point Pleasant.

She was a communicant of St. Rose of Lima Roman Catholic Church, here. Surviving are a sister, Mrs. Annie Tracey, New York, and several nieces and nephews. The Higgins Memorial Home Is in charge of arrangements.

ALBERT K. HEUER BELMAR Albert K. Heuer, 70, of 3 Ocean died Monday at Jersey Shore Medical Center, Neptune. He was born in Germany and moved here from Spring Lake two weeks ago. Mr.

Heuer was a retired self-employed contractor. He was a member of the German-American Sports Club, Elizabeth. He was an Army veteran of World War n. Surviving are his wife, the former Mary Jacobus; and a brother, Adolph, and a sister, Gerda, both Germany. The Daniel A.

Relly Funeral Home is In charge of arrangements. GERTRUDE HALFLER BRICK TOWNSHIP Miss Gertrude Haulier, 90, Breton Woods, died yesterday at the Claremont Care Center, Point Pleasant. She moved here from East Orange nine years ago. Miss Haufler retired in 1950 after 35 years as an elementary school teacher In Newark. Surviving Is a sister, Mrs.

Bink-er, 76, of 365C Victory Road, died yesterday at Paul Kimball Hospital, Lakewood. He moved here from Jackson Township two years ago. Mr. Binker was a clerk at the Country Liquor Store, Jackson Township. He retired In 1972 as a a hotel manager for the West Nyack Motor Lodge.

DeBow Brook wood Memorial Home, Jackson Township, Is in charge of Edward Freibott, 71; Former Fire Chief MIDDLETOWN TOWNSHIP Edward W. Frelhott, 71, of 128 Wilson died Tuesday at Rlverview Hospital, Red Bank. He lived In the Shore area for 60 years. Mr. Frelbott was a retired construction worker for the Middletown Township Sewer Authority.

He also worked as a crossing guard. He waa a former chief of Middletown Township fire companies, and a 50-year member and former president and captain of the Port Monmouth Fire Company. He was a member of the Fireman's Relief Association and Elks Lodge 2179, here. Surviving are his wife, the former Helen Morgenweck; two sons, Lt. George here, and William Keansburg; three daughters, Mrs.

Paul Fresco and Mrs. Ruth MacDonald, both here, and Mrs. Catherine Parsons, Atlantic Highlands; a brother, George here, IS grandchildren and one great-grandchild. He was born In Poland and lived for many years In Atlantic Highlands before moving here in 1970. Mr. Busch, a retired mason, was a member of the Bricklayers union. He was a communicant of St. Catherine's Roman Catholic Church, here.

His wife, the former Helena Patrick, died In 1970. Surviving are two sons, Stanley, Ocean Gate, and Anthony, with whom he lived; a brother, Joseph Baczewski, and a sister, Mrs. Mary Blessing, both Roselle Park, and seven grandchildren. The John E. ANNA M. LOESCH NEPTUNE Anna M. Loesch, 86, of 208 Prospect died Tuesday at Jersey Shore Medical Center, here. She lived most of her life In the Shore area. Surviving are a son, Harold J.

Bennett, with whom she lived; a sister, Mrs. Dora Naser, Wall Township; a brother, Harry Loesch, seven grandchildren and 12 greatgrandchildren. JULIA ITTCHELL OCEAN TOWNSHIP Julia Leonard Kltchell, 83, died Tuesday at Southern Ocean County Hospital, Stafford Township.

Mrs. Kltchell retired In 1965 as a glove buyer after 44 years with Muirs Department Store, East Orange. She was a member of the North Orange Baptist Church. Surviving are a son, Robert, here; a granddaughter, Mrs. Bette Henry, Tucker-ton, and a great-grandson.

He was born In the Netherlands, came to this country in 1920, and lived In Lakewood before moving here 21 years ago. Mr.

Gyls worked as a builder and cabinet maker before retiring In 1957. He built the round table used In the United Nations In 1945 before the world body had a permanent home In New York, said his daughter, Joslna G. Trlel. He also built the roof of the pagoda boat house in Central Park, New York. Mr.

Parsells retired In 1971 after 23 years as an appliance specialist with the Public Service Electric Gas Jersey City. He had served as commander, vice commander and materials officer (or Flotilla 23 Coast Guard Auxiliary, Sandy Hook. Recently, he had been elected vice captain of Divi-ion 2 of the 3rd Coast Guard District. His term was to have become effective Jan. 1.

Mr. Parsells served In the Pacific during World War n. He was a 25-year member, life member, past service officer and past commander of Post 338, American Legion, here. He was also a member of Post 2179, Veterans of Foreign Wars, here. He was a communicant of St.

Agnes Roman Catholic Church, Atlantic Highlands. Surviving are his wife, the former Marlon Reddy; two sons, Richard W. and John both at home; a daughter, Mrs. Diane J. Ca-valiere.

Barnegat Township; his mother. Mrs. Genevieve Parsells, and his sister, Mrs. Irene VUlasor, both Valley Stream, N.Y.; a brother, William, Union Beach, and a grand son. The John F.

Pfleger Funeral Home, here, Is In charge of arrangements. MRS. WILLIAM F. SHAUGHNESSY COLTS NECK TOWNSHIP Josephine I. Shaughnessy, 62, of Llndy Lane and Galloping Hill Road, died Tuesday night at her home.

She was born In the Bronx, N.Y., and lived In New York and Virginia before mov-Ing here 13 years ago. Mrs. Shaughnessy was a former personnel director at the Tinsollte Tarry-town, N.Y. She was a member of the Colts Neck Senior Citizens Club and the Irish Sons and Daughters. Mrs.

Shaughnessy was the wife of William Francis, who died last year. Surviving are a son, William Francis UJ, Wilmington, a daughter, Josephine Calendar, Tlnton Falls; a brother, James Quinn, New York; two sisters, Mrs. Joseph Janek and Mrs. Mary Cotter, both Lake-wood, and two grandchildren. Day Funeral Home, Red Bank, is In charge of arrangements. MRS. MARO E. SMITH OCEAN GROVE Esther Carter Smith, 79, of 70 Mount Hermon Way, died Tuesday at Jersey Shore Medical Center, Neptune. She lived in Coshocton, Ohio, before moving to Neptune In 1950.

She moved here 13 years ago. Mrs. Smith was a member of the Salvation Army, Asbury Park, and the Salvation Army Home League. She was a Silver Star Mother. Her husband, Maro, died In 1948.

He was a member of Durand Lodge 179, FAAM, Point Pleasant, a member and elder of the Hillside United Presbyterian Church and a member of the National Society of Sons of the American Revolution. GEORGE JEFFREY OCEAN GROVE George Jeffrey, 81. of 74 Heck died Tuesday at Jersey Shore Medical Center, Neptune. He was born In Paisley. Scotland, and moved here from Rahway 20 years ago. He was a naturalized citizen.

Before his retirement, Mr. Jeffrey was a millwright for the Merck Chemical Company, Rahway. He was a British Army veteran of World War member of St. Paul's United Methodist Church, and a former member of Lafayette Lodge 27, FAAM, Rahway. Surviving are his wife, Jean; two brothers, William Iselln, Woodtartdge Township, and James, Bolton, England; two sisters, Mrs.

State Official Joins Caa Panel NEWARK Board of Public Utilities Commissioner Edward H. Hynes was appointed yesterday to serve on a national Committee on Caa. The committee, part of the National Association of Regulatory Utlity Commissioners, tracks legislative measures, monitors national gas supply estimates and works to Improve states' regulations.
