Joe Kosack of the Pennsylvania Game Commission said there were more deer in the state now, an estimated 1.1 million by October, than have roamed in any of the last 100 years. With too many deer and too little habitat he said, the commission is allowing hunters, through special bonus programs, to kill more than one deer per year.

"I shot one deer last year, and from that deer I will get 40 to 50 meals," Kosack said. "If a deer weighs 105 pounds, you can get 47 pounds of meat from it." Janet Ney, president of the Pennsylvania Association of Regional Food Banks, an organization that represents 14 of the 16 major food banks in the state, said her group supported Hunters Sharing the Harvest. With deer hunters and farmers across Pennsylvania taking flak from animal-rights activists over allegations of cruelty to animals, at least one group is firing back. A group called Pennsylvanians for the Responsible Use of Animals is launching a program to encourage deer hunters, beginning in the fall, to donate meat from their kills to poor people.

Called Hunters Sharing the Harvest, the program has evolved from discussions with the state Department of Agriculture, the Pennsylvania Game Commission and trade associations representing food banks and meat processors. If the hunters donate, food banks would get the commodity they find most scarce meat Hunters would take their deer to participating meat processors, pay for it to be butchered and donate all or a portion of it to local food banks. Butchers would store the meat for free and contact the food banks, which would distribute the meat to homeless shelters, soup kitchens and other agencies providing food to the needy. The program also would provide hunters, butchers and farmers, who are joining them in the venture, with something else '-r. public relations fodder to fight an intense campaign by national animal-rights groups that have targeted Pennsylvania.

As the program's brochure states: "Today, as animal activists are taking aim at hunters and meat business owners, these two groups need all the good publicity they can get. This grass-roots effort to feed the hungry will benefit everybody." Kenneth E. Brandt, a former state legislator from Lancaster County who is executive director of Pennsylvanians for the Re Westinghouse in 1977. Mr. Frye was a 1934 graduate of the University of Pittsburgh and a Navy veteran.

Russ, 48, owner of Russ Plumbing Co. in Penn Hills, died Monday of a heart attack in a Medina, N.Y, hospital. The Plum resident also owned the King and Eye boat charter service operating out of Erie and Oak Orchard, N.Y. He was a member of the Lake Erie Charter Boat Association, the Erie Down Riggers Association, Penn Justice Lodge 766 of the and the United Presbyterian Church in Verona. He is survived by his wife, Barbara, daughters Amy and Jodi, and son John III, all of Plum; his mother, Jessie Russ of Penn Hills; and a sister, Sandra Powers of Monroeville.

Friends will be received from 2 to 4 and 7 to 9 p.m. today and tomorrow at the William F. Gross Funeral Home, 11735 Frankstown Road, Penn Hills, where the funeral service will be held at 11 a.m. Saturday. Burial will be in Plum Creek Cemetery, Plum.

Msgr. Maher, longtime priest in Charleroi Monsignor William J. Maher, 79, former longtime pastor of St. Jerome Roman Catholic Church in Charleroi, Washington County, died of pneumonia yesterday in Mercy Hospital. A Pittsburgh native, he was a graduate of Duquesne Preparatory School and St Vincent Seminary in Latrobe, Westmoreland County.

He was ordained a priest on June 12, 1938. Monsignor Maher served as parochial vicar at St Jerome parish from 1938 to 1949; at St Mary of Mercy Church, Downtown, from 1949 to 1954; and at Presentation Church in Midland, Beaver County, from 1954 to 1955. He was pastor at St. James Church in New Bedford, Lawrence County, from 1955 to 1961; at St. Michael Church in Pitcairn from 1961 to 1964; and at St.

Jerome from 1964 until his retirement in March 1986. Monsignor Maher was dean of the Washington County Deanery from 1960 to 1977. He was elevated to domestic prelate, or monsignor, in March 1968. Surviving are six brothers, the Rt. Rev.

Archabbott Paul R. Maher, retired, Roger, Richard, Leo, Robert and Joseph Maher, all of Latrobe; and three sisters, Sister Rita Maher of. Oakland, and Regina Atkinson and Loretta Maher, both of Latrobe. Friends will be received from 7 to 9 tonight and from 2 to 4 p.m. tomorrow at Carl J.

The measure would extend the state's right-to-know law to the 14 state-owned universities, community colleges and the University of Pittsburgh, Penn State, Temple University and Lincoln University. Citizens would be allowed to examine the schools' financial books, including information on faculty salaries. Financial records of the state-owned colleges and community colleges already are open to the public, but this bill would make it official, Committee Chairman Ronald Cowell, D-Wilkins, the bill's sponsor, said residents should have access to the records of the four-state related universities because of the half-billion dollars in state funds they receive every year. the law to include any college or university that receives state funding.

They said the four state-related schools were being singled out unfairly. "Tax dollars are tax dollars," said Rep. Jeffrey Coy, D-Franklin. "If the state system's books are open, then it's hard to dispel the goose and gander story: What's good for one is good for the others."
