Josephine Joel, former Union Beach water rents collector, pleaded innocent yesterday to an indictment charging her with embezzling $410 in municipal funds between May and November 1957. The plea was accepted by Monmouth County Judge Elvin R. Simmill who released Mrs. Joel in $1,000 bail for trial Feb. 16.

Prosecutor Vincent P. Keuper said the slleged embezzlement was discovered Oct. 14, after an investigation of the municipal books by the state Division of Local Government. The investigation, according to the prosecutor, disclosed a shortage of $3,119.70 in accounts handled by Mrs. Joel.

Lists 50 Counts The indictment, handed up Jan. 4, lists 50 counts of embezzlement of $5 and $10 amounts. Mr. Keu per said his investigation dis closed mat customers naa receipted bills for payments not recorded in the collector's books Mrs. Joel was represented at her arraignment yesterday by her husband, Kenneth E.

The driver, John Gaccion of East Keansburg, Middletown Township, N.J., told police that when he pulled up to make a downtown delivery, the men jumped in and forced him to drive six blocks. Mr. Gaccion then was blindfolded and taken on a ride to Brooklyn where the car had a flat, he told police.

Seek- man, Elizabeth Belmar, suc cessfully upset his lower court conviction on a drunk driving charge yesterday but had his driver's license lifted anyway by Monmouth County Judge John C. Giordano.

Judge Giordano ruled that the state failed to prove Mr. Seckman was under the influence of alcohol Oct. 30 when the car he was driving was involved in an accident in Belmar. The ruling was based on testimony by Mr. Seckman's physician Dr.

George G. Bruzza, Sea Girt, that Mr. Seckman has a hypertension condition that makes him physically unfit to drive. Judge Giordano said he will revoke Mr. Seckman's driving privileges until the state Motor Vehicle Division can study Dr.
