Sp4 Veach was also promoted just prior to the ceremony from the rank of PFC, an honor accorded to graduates ranking in the top half of their classes.

A native of Pennsylvania and a 1964 graduate of Bishop McDevitt High School, Wyncote, he earned a B.B.A. degree in 1969 from Southern State College, Magnolia, Ark. He entered the Army in June 1970. After completing basic training at Fort Dix, he came to the School's Department of Specialist Training (DST), the enlisted men's school, tor the 32-week course. His parents, Mr.
