New York, Jan. 14. Count Berchtold's retirement as president of the Austro- Hungarian council of ministers, and of foreign affairs, is significant of the dual monarchy's dissastlsf action with the progress of the war. The annnintment of Baron Von Rajecz. a Hungarian, to succeed Count Berchtold, emphasizes further, the serious internal disturbance caused by Russia's invasion of Hungary.

Count Berchtold was more responsible for the present war than any other He formulated the militant policy against Servia, and after the delivery of Austria's ultimatum at Belgrade, he practically went into hiding so that diplomatic pressure could not be brought intopiay at Vienna until too late. Count Berchtold tried to be come Austrias Bismarcn, ana ms retirement in the middle of the war which he started can mean only that Austro-Hungary no longer hopes Bis-marckian methods will bring the conflict to a successful conclusion. The selection of a Hungarian to succeed Count Berchtold is the reply of the emperor to the separationist movement which has made much headway among the Magyars since the defences of Hungary were shown to be insecure against a Slav invasion. The Hungarians have complained not only at "Vienna, but also to the German emperor, directly that the strategy of the war made the defence of Germany paramount and the defence of Hungary a matter of negligible importance.
