Reward. Atlan- BIG DECLINE Eive Municipal Offerings Account for Week's Financing The Vnlted Press NEW YORK. April 18 New public security offerings this week aggregated $4,740,000, compared with $22,218,300 In the preceding week nd $10,832,000 in the corresponding week of 1941. Largest of this week's offerings was $2,300,000 in City of Chicago judgment funding bonds, carrying interest at li per cent and due Jan. 1945 to 1947.

In all, there were only five flotations this week, ail Yesterday the First National Bank of Chicago offered $700,000 in per cent state of Maine bridge bonds, due April 1. 1947 to 1953. The Issue was priced to yield from 0.60 to 1.10 per cent. Another flotation was $250,000 in IM per cent airport bonds of Sioux City. Priced to yield from 0.40'to 1.50 per cent and maturing from Dec.

1, 1943 to 1961. Federal priority regulations forced Indefinite suspension this week of a proposed $750,000 flotation by the City of Miami, Fla and a reduction of $1,000,000 in the size of a proposed offering by Allegheny County, Pa. The City of Miami was informed by the War Production Board that no priority certificate would be issued for steel required by the city for hospital construction. Officials of Allegheny County, withdrew a $5,800,000 issue of bonds originally scheduled for offering April 28 and stated that the issue would be reduced to $5,800,000 and offered May 5. A block of in improvement bonds were eliminated because of priority questions, it was indicated.

He was a former president of the Allegheny County Bar a successful trial lawyer for years, a director of numerous corporations and a leader In civic and cultural affairs. Mr. Frazer was born July 19, 1880, in old Mansfield, now Carnegie, a son of the late Chief Justice Robert S.

Frazer of the Pennsylvania Supreme Court and Mrs. Loretta Gil-fillan Frazer. He was educated in the Pitts burgh- schools and at Princeton University, from which he graduated in 1901. He studied law at the old Pittsburgh Law School, now the University of Pittsburgh, and was admitted to the bar in 1904., Active in Many Firms Mr. Frazer first was associated wish the law firm of Reed.

Smith, Shaw Beat, later becoming a member of that firm and of the present firm of Reed. Smith. Shaw McClay, of which he was the senior partner. He was active in the anairs oz uie Pennsylvania Bar Assn. and the American Law Institute and was a director of many corporations, among them the Duquesne Light the Farmers Deposit National Bank, Bessemer Lake Erie Railroad Co.

Union Railroad Reliance Life Insurance Co. and Pennsylvania Water Co. Held Civic Posts Mr. Frazer was a member of the Carnegie Hero Fund Commission; a trustee of the University of Pitts burgh. Carnegie Institute and Car negie Institute of Technology, and a director of the Western Pennsyl vania Hospital.

McNally. who died yesterday at her home, 3417 California North Side, will be held Monday from the Payton Funeral Home, California with requiem high mass at St. Francis Xavier's Church at 9 a. and burial in St. Mary's Cemetery.

Miss McNally, 70, had been a life resident of Pittsburgh, having been born in old Allegheny. A graduate of St. Mary's High School, she continued her education at St. Xavier's Academy. She was a member of St.

Xavier's Church. Until the last few years. Miss Mc Nally and her late brother, John, were in the hotel business. Surviving Miss -McNally are five nieces and four nephews. Gilbert F.

Wagner Gilbert F. Wagner, Mt. Oliver real estate and Insurance business man for the last 27 years, died yesterday at his home, 437 Spencer Car- rick. Born and raised in the community in which he died, he was the son of the late Sebastian and Catherine Nix Wagner. He was a member of the Holy Name Society, the Catholic Knights of St.

George, Branch 40, and the Y. M. I. Bauer Council No. 480.

Mr. Wagner is survived by his widow, Louise Dreistadt Wagner; three sons. William. Gilbert H. and five daughters.

Mrs. Joseph Gruber, Lucille, Lillian, Mrs. John Russman, and Betty Wagner; three grandchildren and one brother, Joseph P. Wagner. Mr.

Wagner will be buried from his home, with requiem high mass in St. Wendelin's Church at 10 a. m. Tuesday. John Peter Rsher John Peter Fisher, retired Pennsylvania Railroad employe, died yesterday at his home, 183 Orchard Emsworth.

A native of old Allegheny, Mr, Fisher had been an Emsworth resident for 36 years. Mr. Fisher was one of the oldest survivirfT members of the Emsworth "volunteer Fire Department, to whom he was known as "Uncle Pete," He was a member of the St. Jamas Lu tneran Church, and for 50 years was director of the Great Western Building and Loan Assn. Husband of the late Sophia Neessner Fisher, he is survived by four children, Edna, at home, Mrs.

Ruth Kerr of Norwood, Mrs. Margaret Phillips of Mt. Lebanon, and Wilbur p. Fisher of Dormont three sisters. Mrs.

John Oletz, Mrs. Edward Beilstein, both of Emsworth, and Miss Minnie Fisher of North Side; and three brothers, H. Oscar Fisher of Ben Avon, Charles E. and John of the North Services will be held tomorrow at 3 p. m.

H. Jr. i A. The board is empowered to release you at its discretion for enlistment into another branch of service, up to the time your order to report for final physical examination is mailed to you. However, in view of the present Army-Navy feud, it's doubtful that such a release would be ranted.

Q. My son was classed 4-F a year ago for a nervous disease after our family doctor furnished an affidavit. Will he be reclassified or will he have to furnish another affidavit? Mrs. A. J.

A. The board has the right to reclassify him at any time, although he probably won't be at this time. If he is, he should fur- nish a new affidavit. Baby Is Deferment Question (Note to Mrs. R.

S. To get information on your husband's classifica tion, write to Selective Service headquarters at Sacramento, and ask that your letter be referred to the proper local draft board. Enclose your husband's full name and address. If he started supporting you and your child at this time, it is very doubtful that he would be deferred since his failure to do so in the past probably would be construed as a demonstration of bad faith. You have, of course, the legal right to file suit against him in court and we cant advise you on that matter.
