Eagleton, in his first speaking engagement since the Democratic National Convention, called Saturday for "an end to an administration that spends dollars for bombs pennies for educating our next generation." The vice-presidential nominee told a meeting of the National Audio-Visual Association that "it is the task indeed it is the highest goal of this campaign to reclaim the trust in government that this administration has forfeited.

Root said. Porier reported 15 per cent of first admissions at mental hospitals throughout the country are alcoholics. Gitlow lashed out at treatment in such in-stitutions, where he said alcoholics "have gotten buried" for several generations. The proper place to begin treatment of serious cases is in a general hospital, he said, but added, "Real treatment takes' place after he is out and you began to teach him how he can live without the use of drugs." "Recovery is a long-term process just as becoming an alcoholic is a long-term process," said Harold Mulford, director of alcohol studies at the University of Iowa. Miss Root suggested a comprehensive alcohol program includes five to seven years of follow-up care or more.

"I don't think you have to wait until a guy hits bottom before you can do anything to "For the small businessman. Eagleton's comments came in prepared remarks. He planned to fly to Washington immediately after the appearance.

Eagleton said as be arrived -in Kansas City Friday night that the first order of business in the 1972 Democratic presidential campaign is a massive voter registration effort. He told a cheering crowd of some 400 supporters at Kansas City municipal Jurport -that if minorities, the young and other elements of society Quit are now unregistered can be brought into a full role in the campaign, "there is no doubt in my mind that Sen. George McGovern will be in the White House." (AP WIREPMOTO) ARRIVE North Vietnam politburo member Le Due Tho, at left, is greeted by Mme. For Dr. Stanley Gitlow, of the New York Medical College and Mount Sinai Hospital, the expression fummarized the approach this country generally has taken in dealing with alcohol problems. "A lot of good people have done a lot of good things but they've been splintered. More alcoholics are outside the treatment mileau than in," said Laura Root, director of the National Alcoholism Training Program for Professionals at Washington University in St.

Louis. "In general," said Arthur Roberts, executive director of the Barren River Comprehensive Care Center, "Alcoholics is usually a low priority item in most mental health budgets. The view of the general public still seems to represent the notion that alcoholics are morally depraved, weak in character and better candidates for management by police officials than by mental health professionals." These themes and others' wove through the second annual School of Alcohol Studies (SAS) that brought nearly 200 people to the University of Kentucky last week. The intensive survey, of the problem and its treatment was co-sponsored by the Kentucky Department of Mental Health and the university's committee on drug abuse. The Mental Health Department places the number of alcoholics in Kentucky at around 100,000.

Nationally there may be as many as nine million. (Dr. Gitlow contrasted this with narcotic addicts who he said number "in the hundreds of thousands.) The alcoholic web is such that for every individual who has the problem four more-family and friends-are affected by it. In cold monetary figures it is a $15 billion headache in this country every year. Gerald Globetti, director of the Center for Alcohol Education at Murray State University, called alcoholism the country's third major health problem.

But Dr. Gitlow said, "There is no question in my mind that it is the biggest killer of Americans in their middle years, we just don't have the figures to show it." One of the reasons, he said, is that alcoholism frequently is diagnosed as something else. "Let's label it for what it is," Gitlow said. "Don't worry about' diagnosing what -else a person has. If you don't treat the alcoholism they won't get any better." Several speakers, however, said doctors were reluctant to diagnose the disease because of their own lack of knowledge about it.

"At many medical schools alcoholism is given about 2-4 hours in a four-year curriculum," said Gary Porier, chief psychologist at the Bluegrass East Mental Health Center in Lexington. When the federal government a few years ago made money available for research into alcohol-related problems it found little going on. "We're still training interns and medical students to study exotic diseases," Gitlow said. Most of the speakers agreed on the need for a change in methods of caring for problem drinkers. After talks with officials of the International and Icelandic chess federations, Fischer's lawyer, Paul Marshal, announced the American challenger had withdrawn his objection to the presence of movie cameras in the playing hall "so long as they don't blow his mind." Fischer boycotted the session, saying the cameras distracted him. Marshal said new evidence was being prepared that might stave off cancellation of the match. He wouldn't say what the evidence was.

Fischer's failure to turn up for his second encounter with the world champion gave game No. 3 Sunday unless the point the Russian gained by default is scratched from the score sheet. The deadlock seemed unbreakable, but Fischer's attorneys and his second, the Rev. William Lombardy, were trying to find a way out. Mulford asked. "You've got to give him something if you're going to help." "Mental health for too long has felt you shouldn't dabble in motivation," said John Ross, executive director of the King-sport Council on Alcoholism and Drug Dependence, King-sport, Term. NIAAA funding for' the current fiscal year still is before Congress, where the House has approved a $154 million budget and the Senate $193 million. Last week, Kentucky became one of the first states to have its plan for alcohol treatment and prevention approved by Washington. With approval came a $515,000 grant to the Department of Mental Health. The state's first priority for the money, said Daniel Howard, Deputy Commissioner for Regional Servcces in the Mental Health Department, "Is programs for the employed alcoholic because the largest number of persons with alcohol problems are working." Within a year he said he hoped to have industrial alcohol programs in operation in each of the state's 15 mental health regions. Other goals include a significant increase in outpatient services including a minimum of 35 halfway houses around the state; Accompanying -new treatment methods, the speakers agreed, must come legal and educational changes.
