Computer to combat crime FRANKFORT The state Transportation Cabinet has installed a new weapon to combat bid-rigging on highway contracts. The weapon is a computer armed with a bid analysis management system developed by Info-Tech Inc.

of Gainesville, Fla. The software system was developed to analyze contractors' bids on highway projects and to detect patterns in bidding that may reveal cases of bid-rigging. The state purchased the system at the recommendation of the bid-rigging task force appointed by Frank Metts, former transportation secretary. Cost of the new system, which was installed last summer, was $58,289. "In the past, we had to look over bids manually in hopes of detecting instances of bid-rigging," Transportation Secretary James Runke said.

"There are about 900 vendors in the state and we award an average of 800 contracts each year. A single contract may have 200 bid items and a dozen or more contractors may bid on a contract. Trying to analyze this information manually was a slow process," he said. All of the information is entered into the computer. The system then uses the information to generate written and graphic reports, allowing the state to compare bidding histories of contractors.
