Dick Thornburgh today expressed disappointment over the awarding of a $400 million Navy contract to ship--yards in the South for the refurbishing of the battleship USS Iowa. "I am dismayed by this said Thornburgh, who personally lobbied with the Reagan administration to have the contract come to Pennsylvania. The governor, along with the state's two senators, Republicans John Heinz and Arlen Specter, sought the lucrative contract for Pennsylvania Shipbuilding Co.

Thornburgh said he has urged Weinberger "to give every consideration to Penn Ship and to Pennsylvania in the award of future defense contracts." EPA Tells NX Leo N. Short, 82, a retired vice president of Union National Bank, died yesterday at his son's Upper St. Clair home. Mr. Short, a longtime Mt.

Lebanon resident, began his banking career with the defunct Duquesne National Bank in 1922. He spent 42 years with Union National Bank and stepped down in 1974 as vice president of marketing. Homer I. Bernhardt Homer I. Bernhardt, head librarian of the math and engineering libraries at the University of Pittsburgh, died at his home yesterday. Mr. Bernhardt, 46, of 6317 Wal-dron Squirrel Hill, was a Pitt graduate and member of the Beta Phi Mu Library Fraternity.

He also was a member of the search committee for the new director of University Libraries and a past president of the University Library Association. Davies, 85, retired assistant vice president and industrial sales manager of Mine Safety Appliances died yesterday in Columbia Health Center. He was a resident of Penn Hills, a veteran of World War I and had been with the firm for 42 years. He was past president of the Industrial Safety Equipment Association and a member of the American Society of Safety Engineers, American Industrial Hygiene Association, Sales Marketing Executives, Philatelic Society of Pittsburgh, Horseless Carriage Club and the Andrew Carnegie Society of Carnegie-Mellon University. He was also a member of St. James Episcopal Church, Penn Hills, and the Churchill Valley Country Club.
