Andrew A. Deutsch Andrew A. Deutsch, 77, a retired crane operator for the Mesta Machine Co. in Homestead, died yesterday at Jefferson Center Hospital. Derry welcomed Conn's offer to help.

"The tire blew off the outer half of the rim and right through the tenth lug nut," Cutruzzula said.

"Bill is lucky he wasn't killed." Conn suffered fractures of the right knee, right hand and a rib. "He lost 11 months of work and was diagnosed as having traumatic diabetes three months after the accident," the lawyer said. Derry, 29, who lives in Swissvale, was unhurt. and awarded Conn an additional $47,376. The rule is applied when defendants don't make a reasonable attempt to settle a case before trial.

The money is to be paid by the Budd Co. of Troy, a wholly owned subsidiary of Thyssen A.G. of Duisberg, West Germany, and Tow-motor Corp. of Mentor, Ohio, a wholly owned subsidiary of Caterpillar Tractor Co. of Peoria, 111.

The suit was filed on Conn's behalf by Attorney Arthur Cutruzzula who said, "We charged them with the defective design of the wheel assembly and we're pleased that the 'jury agreed." Conn, an electrical maintenance repairman, was on his way to fix a piece of equipment when he saw Phillip Deny, a laborer, trying to remove the left front drive wheel and tire from a Towmotor forklift. After first loosening the 10 lug nuts, Derry jacked up the machine so he could remove the nuts. By LAWRENCE WALSH William Conn was helping a coworker change a tire and wheel assembly on a forklift when the tire "blew off" the wheel and injured him so seriously that he lost 11 months of work. Conn, 43, of Confluence, Somerset County, now suffers traumatic diabetes because of the accident on July 5, 1977, at the Koppers Co. construction yard in Swissvale.

And he filed a product liability lawsuit against the two companies he felt were responsible for his injuries and condition. A Common Pleas Court jury of five men and seven women deliberated just over an hour this week before ordering the designer and manufacturer of the two-part, 12-inch diameter wheel assembly to pay $120,000 to Conn. Judge Richard Zeleznik, who presided over the six-day trial, then invoked a state Supreme Court rule Judge OKs Additional TV Ads they had no immediate plans to increase television advertising. But several public interest groups asserted it was only a matter of time. The antitrust agreement settles a suit filed in 1979 by the Justice Department against advertising time standards in the NAB's Television Code of Good Practices.

S. Nelson Martin, former chairman of the board and president of Martin Nettrour Contracting died Monday in Boca Raton, Fla. Mr. Martin, 85, formerly of Pittsburgh, founded the company in 1925. A graduate of Drexel University, he was a former member of the board of governors of the General Contractors Association of Pennsylvania, a past president of the Master Builders Association of Western Pennsylvania and a member of the Pennsylvania Builders Exchange.

He was a member of the Pittsburgh Athletic Association, the Boca Raton Presbyterian Church and a former member of the board of trustees of the East Liberty Presbyterian Church. Surviving are his wife, Irene two sons, Stephen N. of North Carolina and Ralph B. of Pittsburgh; six grandchildren and two great grandchildren. Friends will be received from 2 to 4 and 7 to 9 p.m.

Friday at H. Samson 537 N. Neville Oakland. Services and burial will be private. The family suggests contributions to the Home for Crippled Children, the Western Pennsylvania School for the Blind or other charities.

4 Francis J. Condie Francis J. Condie, 72, formerly of North Huntingdon, Westmoreland County, and retired supervisor with Westinghouse Electric died yesterday in Winter Springs, Fla. A Navy veteran of World War II, he was a member and elder emeritus of St. John United Church of Christ at Larimer and former church treasurer.

He served for 26 years as choir director of the Irwin Male Chorus and was a member of the Pennsylvania Consistory, Syria Temple, Sheidel Lodge 601 and the Westinghouse Foremen's Association. Surviving are his wife, Martha; a daughter, Linda Costa of Winter Springs, a sister, Isabel Kemer of Pittsburgh, and two grandchildren. Friends will be received from 2 to 4 and 7 to 9 p.m. Friday at the Vincent Rodgers Funeral Home, 805 Pennsylvania Irwin, Westmoreland County, where services will be held Saturday at 10 a.m. Burial will be in Penn Lincoln Memorial Park, North Huntingdon.

Ralph Roseberry WAYNESBURG Ralph Rose-berry, 84, a former river boat musician well-known in Greene County, died yesterday in the Greene County Memorial Hospital here. Mr. Roseberry, a resident of Rices Landing who was known in the area for playing the piano accompaniment to silent movies, was also a composer. He taught piano and music for 60 years and operated a musical instrument tuning service for many years.

Reagan Prodaims Thanksgiving Day Urging Americans to give thanks for their blessings, President Reagan has officially proclaimed tomorrow a National Day of Thanksgiving. "Let us reaffirm through prayers and actions our thankfulness for America's bounty and heritage," the president declared in his proclamation, calling on all people to "set aside that day for appropriate expressions of thanksgiving." ENDORSED Chicago Mayor Jane M. Byrne secured the endorsement to run again yesterday at a slate-making meeting of the Democratic Party organization she bucked four years ago. Joseph Malinsky Joseph Malinsky, 70, retired coal miner at the Bethlehem Mine No. 58 in Marianna, died yesterday at St.

Clair Memorial Hospital. Mr. Malinsky of RD 1, Daisytown, Washington County, was a member of St. Agnes Parish, Richeyville, Washington County; United Mine Workers Local 2874; Beth-Center Senior Citizens, and the Men's Traveling Bowling League. Surviving are his wife, Margaret; three sons, Joseph G.

of State College; Robert A. of Fort Worth, Texas, and the Rev. Gregory Joe, chaplain at Shaw Air Force Base, S.C.; three daughters, Marie Fedora of Washington, D.C.; Gloria Rose Klemencic of Carnegie, and Catherine Ann Tarman of Huntingtown, a brother, Anthony of Bridge-ville, a sister, Ann Koren of Canons-burg and 10 grandchildren. Also surviving are two stepsons and three step-daughters. They are David of Fredericktown, Patrick of Waynesburg, Marie of San Diego, and Marcia and Diana, both of Daisytown.

U.S. To Aid Egypt CAIRO, Egypt (UPI) The United States has signed an aid agreement with Egypt to provide it with $225 million to purchase wheat and flour in 1983.

Jefferson. Mr. Deutsch, a long-time resident of Homestead, at the time of his death was residing at the West Mifflin home of his daughter, Lois Lawrence. In addition to his 24 years of service at Mesta, Mr. Deutsch served on the Homestead Borough Council from 1954 until 1974.

He was also president of St. Elias the Prophet Byzantine Catholic Church, Munhall, for 50 years, where he was also a member of the Holy Name Society and the Boosters Club. In addition to his daughter, he is survived by a son, Ronald E. of Lawrenceville; two brothers, Louis of Castle Shannon and Julius of Baldwin Borough; two sisters, Margaret Bartek of West Palm Beach, and Marie Kish of Greenfield; six grandchildren and two greatgrandchildren. Elias Cemetery, West Mifflin. John P. Waugh John Paul Waugh, 57, a retired truck driver for Thorofare Markets, died yesterday in the Veterans Administration Hospital, Oakland. Mr. Waugh, of 140 Grasmere St.

in the city's Oakwood section, worked for Thorofare Markets for 25 years until he retired about five years ago on a disability pension. He was an elder in the First Presbyterian Church, Downtown, where he was the director of the Monday Night Girls' Club and active in the Tuesday Night Boys' Club. Mr. Waugh was a member of the Wednesday prayer group of the Mt. Lebanon Methodist Church.

Surviving are his wife, Peggy, two daughters, Joyce Kinest of Westwood and Jacquelyn White of Dormont; a son, Perry of Ojai, a brother, David; three sisters, Janet Sulzer, Betty Hartzell and Mildred Hubert, and four grandchildren. ABC, CBS and NBC each said Man Held In Rifle Incident A Hazelwood man is in the County Jail's behavior clinic after he fired several shots from a rifle and pointed it at two city police officers.

Daniel Cassidy, 32, of 361 Hazel-wood was arrested yesterday after two police officers responded to a domestic dispute. When Officers Linda Miller and Walter Szymanski pulled into Cas-sidy's driveway, they said Cassidy pointed the gun at them and threatened to shoot. The officers backed their van down the driveway and called for assistance. Lt. Andrew Daly of the No.

4 police station said Cassidy was "obviously intoxicated" and surrendered to police without harming anyone. Cassidy was arraigned in Night Court on charges of recklessly endangering another person and terroristic threats. "Apparently the trouble started when he came home from hunting and started arguing with his wife. She fled the house and left their three young children behind," Daly said. Daly said the officers initially thought Cassidy had siiot his wife when they responded to the call.

Cassidy was injured when he fired several shots into the ground, police said. Daly said the suspect suffered a cut across the nose when the gun kicked back and struck him in the face. U.S. District Judge Harold H. Greene approved yesterday an antitrust settlement that bars the broadcast-industry from voluntarily limiting the number of commercials Police Increase Holiday Patrols Pennsylvania state police will begin beefing up their highway patrols at 6 p.m. today marking the start of a four-day Thanksgiving holiday period. The extra patrols be on the lookout for speeders, drunk drivers and other violations on the interstate highway system including the Pennsylvania Turnpike.

The federally funded program includes aircraft surveillance as well as use of additional patrol cars through midnight Sunday. Last year 13 persons were killed and 448 others were injured in traffic accidents in the state during the Thanksgiving holiday. Athletic Club Burns In Hill An early morning four-alarm fire in the Hill District destroyed the Hilltop Athletic Association at 2103 Centre Ave. No one was injured. Battalion Fire Chief Edward Beck said two of the building's three stories were ablaze and flames were shooting through the roof when firemen arrived at the scene shortly before Cause of the fire has not been determined.

New Pair Takes Lead In Bridge MINNEAPOLIS (UPI) Mike Lawrence and Peter Weichsel have taken the first-round lead in qualifying for the 1982 Blue Ribbon Pairs Championship of the American Contract Bridge League. Lawrence of Kensington, and Weichsel of North Miami Beach, tallied 809 points yesterday, putting them 20 points ahead of the second-place pair, Jerry Goldfein of Chicago and Mark Cohen of Rego Park, N.Y., who have 789 points. The third high qualifying score of 783 was compiled by John Sutherlin of San Francisco and Tom Sanders of Nashville, Tenn. Early leaders John Herrman of Franklin, and Bryan Howard of Nashville, fell to fourth at 772.
