Adopted a proclamation to proclaim April 20-27, 1996 as "National County Government Week." Approved an agreement with Ray Associates, Inc. concerning review of Comal County Job Classifications and authorized the Courity Judge to sign. 1 Authorized converting Rural Recycling Assistant Operator from part-time tofull-time effective July 1, 1996, and approved request for budget amendment. Approved January 1996 Term Minutes.

VA offers homeless grants The Department of Veterans Affairs (VA) is accepting, applications from public and non-profit groups for funds from the department's Homeless Providers Grant and Per 'Diem Program to develop programs that help: vet-, erans recover from homelessness. Grants awarded under the program can provide up to 65 percent of the cost of acquiring, constructing or renovating facilities that will be used to furnish supportive services and housing as service centers, or to purchase. vans in support of these programs. The Homeless Providers Grant and Per Diem Program was authorized in 1992. Some $6 million is available for the program this fiscal year.

Those organizations that are eligible for grants also may apply for per diem payments, or in-kind assistance, from VA for veterans receiving services in programs that were established after Nov. 10, 1992. VA is the only federal agency providing substantial. hands-on assistance directly to homeless persons. In addition 1 to the Grant and Per Diem Program, VA is.

directing some $77 million to its specialized homeless assistance programs this year, including establishing health care and rehabilitation programs for homeless veterans and providing outreachto provide benefits counseling and referrals to other VA programs, an effort to notify as many interested groups as possible about the funding availability, VA will contact more than 4,000 groups and individuals, including veterans service organizations, other non-profit organizations, state and local governments, and congressional offices.
