"His head and his chest heaved up against the restraints," she said Wednesday. "I'm absolutely certain there were convulsions. I know what I saw." Rafert said Hunter's reaction "made me realize how lethal injection can cause pain." Missourians Against State Killing, a group that opposes capital punishment, circulated Rafert's letter to news organizations. The group called Hunter's execution a "horrific and barbaric termination of human life." Louis County Health Department, put the staffing change in motion in December when she advised physicians employed at the clinics under contract with Health-line Management Inc. that they would be replaced Aug. 1. Livingston is changing the staffing so most patients will be treated by family practitioners. Family-practice physicians will focus on prevention and can more efficiently treat patients of all ages, Livingston said.

Under the HMI contract, much of the clinic medical care is delivered by primary-care specialists including pediatricians, obstetricians and internists. The new system will replace all but one of the current physicians with newly hired doctors. Dr. Katie Plax, a clinic pediatrician, said the church group will present 150 signatures in support of the postponement at a council committee meeting today. St.

Louis County Executive George "Buzz" Westfall has asked the County Council to authorize the public health department to enter a contract with the Institute for Research and Education in Family Medicine to begin staffing the clinics Aug. 1. The bill is up for a second of three readings today. The institute is a nonprofit corporation founded by Dr. David Campbell, the county's director of medical and public-health services.

In an interview last week, Campbell said he already has two doctors in the clinics at the institute's expense to prepare for a smooth transition.
