Walsh, attorney for Ella Mehring, could not be reached for comment Tuesday.

She has in the past argued that the new rulings do not apply to the facts of this case, that the Illinois law does not violate the constitution and that the visits should occur. Julie Mehring has continually declined to say why she refused to allow Ella Mehring to see her daughter Jenna, 8. Ella has not been allowed to see Jenna since El Freezeland got Julie Mehring released from jail using his same arguments last month. Filmore was at the YMCA on Tuesday keeping with his 1996 resolution to stay in shape. He also joined a glass blowing class this year because he "needed something in his life besides work." The classes are costly Filmore paid more than $350 for 12 weeks but he thinks they're worth it "I wanted something that I could look at and say, 'I made he said. "It might just be refrigerator crayon-quality stuff.

But I have a basement; I'll hide them down there." Jemal Swoboda, an economics major at Washington University, is starting a newspaper for the homeless in St. Louis called "What's Up?" He's been working with the national service organization Ame-riCorps and wants to finally get the paper off the ground. "That's my baby this year," he said. After years of failing, some people are just trying to keep it simple. Lofty resolutions don't fit into Doug Kingsland's plans because the University City librarian hasn't made one yet "I keep resolving every year to make a resolution," Kingsland said.

"Maybe this year, I'll finally get around to it" Reporter Joe Scalzo: E-mail: Phone: 314-340-8325 1 Senate Independent candidacy fails petition drive Continuedfrom Bl Ballot State official is demoted over ballot mistake Continued from Bl Troupe initially said his independent candidacy was designed to give black voters, who make up a majority of the Senate district, an opportunity to vote for a black candidate who is not a Republican. The Republican candidate, Z. Dwight Billingsly, is black. "I'm going to support Dougherty over Billingsly because Dougherty better represents the views and the needs of the people who need it most," Troupe said. "Dougherty represents the needy rather than the greedy." Dougherty said he welcomed Troupe's support.

Troupe said he hoped the experience over picking a state Senate candidate would help create an organization that brings together black business, political and religious organizations. Montgomery's job will be taken over by Jacqueline Price, a former spokeswoman for Gov.

George Ryan and director of public relations and marketing at Lincoln Land Community College since August. Her salary is still under discussion, Price said Tuesday. At the college, she makes $72,000 a year. She will start next month. "I intend to work very closely with the leadership in the secretary of state's office," Price said.

"I think if we are more attentive to the details and communicate better with the front office, we'll avoid any problems." Reporter Kevin McDermott: E-mail: Phone: 217-782-4912 Dougherty and state Rep. O.L Shelton, D-St Louis, were vying for the right to succeed Clay in the heavily Democratic district. Troupe and Shelton, who are both black, could not agree on which of them should get the nomination. As the meeting began, Troupe dropped out and backed Dougherty over Shelton. Troupe said Shelton had not earned the right to be senator and had not conducted himself in the manner he should to be a senator.

Dougherty, who is white, won the nomination. Cherri Montgomery's new post will be as an assistant director at the state's drivers services office in Springfield. Neither she nor Eileen Montgomery could be reached for comment Tuesday. The mistake apparently began when Cherri Montgomery's staff, in designing the ceremonial ballots for the electors, used as its guide a 1996 presidential ballot instead of one from last year. Democrat Al Gore, who won all 22 of Illinois' electoral votes; Republican George W.

Bush; and Libertarian Harry Browne were properly listed among the six presidential candidates on the electors' ballots. But the other three were listed under the wrong party affiliations: Ralph Nader was listed under the Reform Party, John Hagelin was listed under the Natural Law Party ST.
