Over President Richard M.

Nixon's objections, the U.S. Supreme Court upheld the paper's right to publish them. He won the Pulitzer Prize in 1955 for international reporting for a 14-part series called "Russia Re-Viewed," in which he described the fear and terror under dictator Joseph Stalin. It was one of the first times Soviet authorities didn't censor his stories. Though the articles won widespread praise in addition to the Pulitzer Prize, they came under fire from some readers.

Robert Manning; a former editor in chief of the Atlantic, wrote later that "critics on the right damned the series for softness toward the Communists." Among his more well-known books were the best seller, "The 900 Days: the Siege of Leningrad" and "The Long March: The Untold Story," about the epic of Mao Tse-tung and the Red Army. Mr. Salisbury was named the Times' first Op-Ed page editor in 1970. He was promoted to associate editor in 1972, a post he held until his mandatory retirement, at the age of 65, in December 1973. Turner Catledge, former executive editor of the Times, once called Mr.

Salisbury a "journalistic one-man band." "He can report, he can write, he can edit, he can see story ideas, he can direct others," Catledge said. "He can do all these things because, besides having natural talent, he has a passion to excel." Some of Mr. Salisbury's fellow journalists whispered that he sometimes exaggerated in his reporting. He had a nearly boundless confidence in his reporting and intuitions, one that would his paternal ancestors, an itinerant peddler, on his rounds in the New England wilderness. After he received his degree in journalism from the University of Minnesota, he joined United Pr in St.

Paul as a reporter and rewrite editor. He spent 18 years at United Press before joining the Times in 1949 as its Moscow correspondent. Mr. Salisbury's career at the Times also included stints as a reporter in New York. During the civil rights struggle, Mr.

Salisbury reported on events in the South, including a series on the explosive situation in Birmingham, Ala. Later he became a national news editor and directed coverage of historic events, including the assassination of President John F. Kennedy in 1963. Over the years, Mr. Salisbury repeatedly returned to the Soviet Union and made many trips to China.

He was the first American correspondent to visit Hanoi during the Vietnam War; his reporting on U.S. planes bombing nonmilitary targets was challenged by U.S. officials. In later years, he contributed occasional articles and reviews to The Times and continued writing books, including "Without Fear or Favor: The New York Times and its Times," which came out in 1980. His 1933 marriage to Mary Jane Hollis ended in divorce in 1950.

He married Charlotte Young Rand in 1964. In addition to his wife, Salisbury is survived by a sister, Janet Salisbury of Minneapolis; two sons, Michael Salisbury of Chicago and Stefan Salisbury of Philadelphia, who writes about the arts for the Philadelphia Inquirer; three stepdaughters, Charlotte Parkinson of Manhattan, Ellen Rand of Brooklyn and Rosina Rand Rossire of Salisbury, a stepson, Curtis Rand, also of Salisbury; and 13 grandchildren. fc Lester Frank, 93; WU Football Booster Lester Frank, a longtime salesman of women's clothing and an avid booster of the Washington University football team, died Monday (July 5, 1993) at Jewish Hospital of pneumonia. He was 93 and lived in Clayton. Mr. Frank played end for the Washington University football team in 1917. Between then and about 1983, he attended almost every one of the team's home games.

He stopped going to the games when neither he nor his wife was able to drive. He also attended football practices nearly every day, and he kept detailed records of each game throughout the years. Mr. Frank would arrange his out-of-town business trips to avoid missing home games. He also traveled with the team on many road trips.

Mr. Frank played only one year of football at Washington University. He studied engineering at university, but left after about two years to join the Marquette Manufacturing Co. and Genelle Garment Co. His relatives operated both companies.

He worked for about 30 years at the companies, mainly as a salesman. Both companies were in St. Louis; they have been closed for many years.
