LOUIS POST-DISPATCH (1) Wl CreveCoeu de iureka men wan' TV one chai Six flag JIKC1UJ1 City approves project to spruce up interchange The Creve Coeur City Council on Monday approved a $3,196 million project to enhance the appearance of a revised interchange at Olive Boulevard and Interstate 270. The cost of renovating the interchange itself paid by the federal and state governments is expected to be $14,073 million. The council authorized the staff to apply for $1,619 million in federal funds for the enhancement project The application was scheduled to be given to the East-West Gateway Coordinating Council on Wednesday.

The city would spend $1.08 million to match the federal funds and an additional $499,000 on costs, such as street lighting and some already completed engineering work, which cannot be financed by federal funds. In hopes of improving the chances of Gateway scheduling money for the project, the council agreed to use local capital-improvement sales-tax funds to pay for 40 percent of the cost. That is double the minimum local share required by the federal government Among parts of Creve Coeur's plan are the installation of colored concrete sidewalks on the north and south sides of the Olive overpass and immediately east and west of the interchange where sidewalks do not now exist. The north and south ends of the overpass would be finished with textured concrete. Arthur F. Kerckhoff, the developer, requested the cancellation. He asked that county officials return his proposal to the planning commission for further review. The hearing would have been before the Public Improvements Committee, which handles land use issues for the council. The commission has recommended that the County Council deny permission for the housing.

Kerckhoff appealed the recommendation to the council. Pevely Farms is near the north side of the Meramec River near Allen and Lewis roads. Kerckhoff, its owner, is turning nearly 500 acres into a golf course with a variety of luxury houses. The attached houses would be on 23.1 acres. Plans for the remodeling are still being prepared, but it will include a new mechanical system and a new library building on the site. Seth Langton, a representative of the architect, presented a revised budget and changes to the architectural drawings to the City Council.

City Administrator Larry Hensley said mat the changes were "sorely needed" and that the budget still falls within the city's expectations. However, Councilman Matthew Knuckles, 2nd Ward, questioned the necessity of spending over $100,000 for furniture.
