8:30 p.m Channel 5 PRIME TIME EVENING AFTER a year in exile on Channel 24, Fox Children's Network programs will move to Channel 2 on Sept. 9. But the news isn't all good for St. Louis children, who are credited with inspiring the change through an "avalanche of mail" to Fox. Channel 2 will air the shows from 1-3 p.m.

weekdays, when most kids are in school. When Channels 2 and 30 switched networks last fall, Channel 2, the new Fox affiliate, opted not to pick up the children's shows, which are distributed separately from other network programming. Left homeless, the Children's Network signed on with the Rev. Larry Rice's Channel 24. Ratings plunged, largely because the low-power UHF station is difficult to receive, with a poor picture even on cable.

And young fans complained, using their clout as members of the Fox Kids Club the nation's largest, with some 250,000 members. "We don't want to disappoint kids," Fox Children's Network president Margaret Loesch told a trade publication in confirming the move to Channel 2. Fox was upbeat last summer in announcing its affiliation with Channel 24. Network executives praised Rice's plans to use the children's programs to get kids involved in helping the homeless. But early on, the network was embarrassed when Rice urged children to write to the governor to protest a planned execution.

He was asked to stop injecting politics into the programming. rox also stopped commenting publicly about the association with Rice, failing to return any calls from a Post-Dispatch reporter preparing a profile of Rice. Previously, though, Loesch had told Channel 30 the former home of the Children's Network that she would have pre ferred less religious proselytizing from Rice during the kids shows, although she supported the positive values he presented. Although Loesch reportedly lobbied hard with Channel 2 to pick up the children's programs, the move is not related to the recent sale of New World, Channel 2's owner, to Fox. The deal was in the works long before the sale, both Fox and Channel 2 said.

Channel 2 was still struggling with scheduling details this week and wasn't ready for a formal announcement of the pickup. In addition, general manager Spencer Koch was on vacation. But program coordinator Elaine ClaspiU confirmed the outline of the plan, which includes the addition of "Fox After Breakfast" to the station's morning lineup and the move of the popular "Rosie O'Donnell Show" to 3 p.m. "The Gordon Elliott Show" moves to 10 a.m., followed by "Maury Povich" at 11. The children's block from 1 to 3 p.m.
