Channel 30 41296 6 PM 6:30 News (909) Entertain This column introduces Tripp Frohlichstein as a once-a-week contributor to the Post-Dispatch. Frohlichstein, who reported on television for KMOX radio for eight years, is founder and head of Media Masters, which provides training in dealing with the news media. Frohlichstein has written for the St. Louis Journalism Review and previously wrote a media column for the Riverfront Times. From 1974 to 1986, he worked in the newsroom at Channel 4.

Frohlichstein's column of news and notes on the local television scene will supplement coverage from television critic Gail Pennington. His column will appear on Fridays. JUST a week before Channel 30 and the other River City Broadcasting television and radio stations were sold to Sinclair Broadcast Group on Thursday, the station finally named a news director to replace Gary Whitaker.

Whitaker left late last year to become general manager of a television station in Springfield, Mo. Rick Brown is his replacement; he had been assistant news director. After Whitaker's departure, general manager Mark Hoffman basically ran the newsroom. But then Hoffman resigned last month to produce a new syndicated talk show. news, inaugurated with great fanfare in January 1995. Now, at least, the news department has leadership. But even before the sale, the question was: Why name Brown now? Not that he isn't qualified, but Channel 30 still has no general manager. A general manager usually wants a choice in the news director, and it's important that the two have compatible philosophies. Now, with new ownership, the situation becomes even more complicated.

The complex sale deal makes River City owner Barry Baker, who has worked out of St. Louis, an officer of Sinclair, but he will move to Baltimore. Upper management here remains in doubt. Meanwhile, Brown says he is "excited to help lead News 30 to the next level." Actually, the station needs to advance several levels to be more competitive. A look at the ratings from one day, April 4, shows what a long way Channel 30 has to go.

The station's 10 o'clock news garnered a rating of 3 compared to Channel 2 with a 6.4 rating, Channel 4 with a 9.9 and Channel 5 with a huge 27.5. Channel 11 's news aired at 7 that night and had a 5.4 rating. A ratings point in St. Louis is the equivalent of viewership by 11,000 homes, so Channel 5, with 302,500 homes tuned in, had almost 10 times as many viewers as Channel 30, with just 33,000. Channel 2 has named Vernon Shaw to its weekend anchor team.

Shaw replaces Marion Brooks, who moved to Atlanta. Shaw's history includes anchoring on fx, Fox's cable network, as well as stints as an anchor or reporter in Providence, R.I., Charleston, S.C., Lansing, Mich, and Odessa, Texas. Channel 4 says its new "Street Level Doppler" means that the station's radar can show viewers where a storm is, down to a neighborhood. The technology will combine with "Storm Path Tracker" to let Trish Brown and the station's other meteorologists predict what areas a storm will hit over the next few minutes, the station says. Channel 4 general manager Allan Cohen says he wants to provide viewers with "the most accurate severe weather information in St.

Louis." The problem in the past has been that many view ers don't understand how to use the radar information. That will be solved only through easy-to-under-stand graphics and effective presentation by the weathercasters. Channel 2 will drop its Sunday night "Sports Final," which follows the news, as of April 21. The station says it will concentrate on sports specials instead. Channel 5's long-running "Sports Plus" and Channel 4's new Sunday night sports entry continue.

No doubt Channel 2 found competing with Channel 5's sports programming frustrating, since Mike Bush's Channel 5 show usually clobbers the competition on Sunday nights. The first Silver Circle Awards will be presented Sunday by the local chapter of the National Academy of Television Arts and Sciences (the folks who give out the TV Emmys). Joe Garagiola will emcee the event, which honors local television Award recipients include Garagiola, former Channel 5 executive Keith Gunther, former Channel 5 newsman John Roedel, entertainers Russ David and Dottye Bennett, newsman Bob Chase and the late Harold Koplar, founder of Channel 11. NOTES play? Yet Rooney seemed to hate it when the tables were turned, and issued an on-air rebuttal. "Mr. Moore says I act too old and should retire," Rooney told 22.5 million "60 Minutes" viewers during his March 31 commentary, just before inviting them to write or phone me with their feelings on the matter. Wait, I thought to myself, I didn't really say that. Never mind.

A moment later, phone lines were jammed at the Associated Press number Rooney had given out. The next few hours and days smacked of the film "Network" after anchorman Howard Beale beseeched his audience to tell the world "I'm mad as hell," and the next moment people were calling out their windows. But this time, the people were on the outside calling in. To us. And there were 7,000 of them before it was over.

On top of that, a couple of crates' worth of cards and letters. So what is the upshot of this survey? I can confidently say that among the viewers who responded to his sea-to-shining-sea appeal, plenty of them love Andy Rooney. A much smaller number wish he'd go away. Pro-Andy: lots. Anti-Andy: not so-many.

Consider that the official count. Meanwhile, Andy Rooney has left me with yet another legacy, one even more peculiar than my instant, fleeting fame (after all, who knew Frazier Moore before thousands of impassioned responses to a survey ,1 never commissioned. I have learned from Andy's fans that I have rocks in my head. I have learned that I'm a jerk, a loser and an idiot, not to mention "a crumb that should be swept off the AP floor." Andy's fans have instructed me that if I don't like what I'm watching, I should just change the channel. I should keep my negative opinions to myself (though that might hang me up as a TV critic).

I should be fired for my rudeness anyhow. Each more helpful than the one before it, these tips came from people who made no secret of the fact they never actually saw my Rooney column that so set them off. But who could blame them for their abstention? As George A. de Holczer of New Jersey explained, "I do not like to contaminate my mind with trash."
