LOUIS POST-DISPATCH 3B POLICECOURTS COURT ACTIONS The following incidents were among those that were reported to police departments in the St. Louis metropolitan area or that involved action in one of the area's courts: ment in Wellston in December 1 994. The men had used the apartment to sell drugs and had quarreled over a missing television set, a witness testified. Garrison alleged that the witness, an admitted crack-cocaine addict, was the killer.

Judge John F. Kintz set sentencing for Feb. 9. 25, 1994, at her home in the 2000 block of East John Avenue. Circuit Judge Edward Peek sentenced Black to consecutive life terms for murder and rape, plus 15 years for arson.

St. Louis: Jody E. Bailey, 46, of Hartford City, was sentenced Friday to nearly four years for possession of marijuana with the intent to distribute it. Bailey was the driver of a truck stopped by police Aug. 4 on Interstate 55 near Lafayette Avenue.

Authorities found more than 400 pounds of marijuana in the vehicle. Federal authorities alleged that Bailey had been trying to take the marijuana to Indianapolis from Corpus Christi, Texas. He pleaded guilty Sept. 29. U.S.

District Judge George F. Gunn Jr. sentenced Bailey to 45 months. South St. Louis County: Robert Reeh-ten, dubbed by police as the Marlboro bandit, was sentenced Friday to 20 years in prison for robbing a pair of gas stations in South County.

Reehten bought a pack of Marlboros from one station 20 minutes before he went back and robbed it. The victim spotted Reehten in a tavern three weeks later. Reehten, 31, of St. Louis, was wearing a Marlboro sweat shirt. In the second robbery, the bandit had grabbed a pack of Marlboros after robbing the attendant at gunpoint.

St. Louis County Circuit Judge Larry Kendrick imposed the sentence recommended by the jury. University City: Deryck I. Moore, 20, of the 7700 block of Balson Avenue in University City, was sentenced Friday in St. Louis County Circuit Court to 10 years in prison.

A jury convicted Moore last month of second-degree murder and armed criminal action. Moore was accused of planning and supplying a handgun for a drug robbery in March 1994 outside the National supermarket on Olive Boulevard. During the robbery, Michael T. Thomas, 21 of Pagedale, was fatally shot. The shooter is in prison.

Wellston: A jury in St. Louis County Circuit Court convicted on Friday Michael Garrison, 32, of the 2900 block of Wheaton Avenue in north St. Louis County, of first-degree murder in the killing of Joseph Cochran, 38, of University City. Authorities said Garrison had dumped Cochran's body in an alley in St. Louis after Garrison killed him in an apart St.

Louis: David A. Moore, a former file clerk in the St. Louis Circuit Clerk's office, was held Friday on $10,000 bond on federal charges of extortion and wire fraud. An indictment returned Thursday said that Moore, 34, of the 3800 block of North Newstead Avenue, tried to extort $2,000 from a defendant in a civil suit. In exchange for the money, Moore had promised in September to get the suit against the defendant dismissed, the indictment says.

U.S. Magistrate Judge Thomas Mummert set Moore's bond and scheduled his arraignment for Monday. St. Louis: Roamy Black was sentenced Friday to two consecutive life terms in prison, plus 15 years, for strangling a woman whose nude body was foupd tied to a bed in her burning house. Black, 24, of the 4500 block of Carter Avenue, had been charged with first-degree murder and other crimes.

On Nov. 15, a Circuit Court jury found Black guilty of second-degree murder, rape and arson. He killed Karla Roberts, 33, on June ASSAULTS Lake Saint Louis: A woman who was raped in Lake Saint Louis has identified her attacker as a man from the Dominican Republic. The man, 23, is being held in a jail in New York on charges of car theft from Mount Vernon, Wash. A police department spokesman says the man apparently struck first in Washington, where he threatened a woman with a knife, tied her up with duct tape and stole her Jeep Wrangler.

In Columbia, he tied up two men with tape and robbed them Nov. 27. He struck in Lake Saint Louis the following day. He was arrested in New York when a friend became suspicious that the Wrangler was stolen and called police. Lake Saint Louis police expect to seek charges against the man in St.

Charles County Circuit Court. UPDATES St. Charles: An ice cream truck driver from Austin, Texas, is the eighth fan of The Grateful Dead to sue the owners of a campground outside Wentzville where several thousand people stayed last summer. Vin-cente Hernandez, 21 alleges that he sustained strains, bruises and cuts when a deck holding people trying to escape from a thunderstorm collapsed on him. The suit, filed Dec.

6 in St. Charles County Circuit Court, alleges negligence by the campground owners. The suit was filed against Pinewoods Enterprises Inc. and Crescent Moon Presents, the promoter who arranged accommodations for the band's followers. More than 100 people were hurt in the accident July 5.

Fowler said children also must be encouraged to talk to their parents if they thought someone had touched them in a "bad" way. But there are not enough programs to help children defend themselves against sexual abuse, Hammerman said. She has developed a program called "Kids' Rights," which has been used in parochial, private and some public schools here.

Because of limited funding, the programs "are only reaching a tenth of the population," Hammerman said. Teachers at Parkwood Elementary School in the Pattonville School District just finished a one-hour session with about 90 first-graders. The children are taught appropriate and inappropriate touching, how to say no to a request for an inappropriate touch and how to get away from an unwanted sexual advance. The children participate in role playing. They may be asked what they would do if they were at a neighbor's house and someone tried to touch them in an inappropriate way, said Carole Williamson, school nurse at Parkwood who helped bring the program to the school.

"You need to emphasize to the child that it's not their fault, that there should never be any secrets about touching and they should never believe threats these people may make," Williamson said. Williamson said she saw a need for a preventive sexual-abuse program after talking to parents. Parkwood is in Maryland Heights, not far from the neighborhoods where Cassidy Senter and Angie Housman lived. Both young girls were abducted and murdered within weeks of each other in 1993. "We saw this as something that really seriously needed to be addressed," Williamson said.

School officials also sent parents a letter stressing that Strughold had been removed from contact with students once the investigation began.

The letter asked parents to call the Child Abuse Office at the city Police Department 444-5385 if they suspected their child was touched inappropriately. Parents picking up their children Friday afternoon said they felt disbelief at the arrest of Strughold, 53, of Florissant, a longtime principal in the city schools. "It hurts, it really does," said Wil-nosha Briggs, who has two daughters, 6 and 8, at Mark Twain. Briggs said Strughold personally had brought her children home on two occasions, when they were having problems. "He seemed concerned, and he seemed to know the kids," she said.

Another neighborhood parent, Garla Davis, said her daughter had cried Thursday night when she heard Strughold had been charged. Davis said her daughter, now a transfer student who attends a scholl in St. Louis County, knew and liked Strughold. "I can't believe that man did this," Davis said. "He was a very good man." and Philadelphia Quartz Co. in St. Louis. Chicago and the San Francisco Bay Area before becoming a resident of Santa Barbara in 1977. He later retired from Mission Linen after ten years of service.

Gwenne Hayes-Stewart, director of development for the Women's Self Help Center, which assists victims of rape as one of its services, said rape by a police officer was particularly devastating "for women who rely on police as their first line of defense against being a victim of violent crime.
