No one is changing buildings, desks or even hairstyles.

Channel 30's 9 p.m. news, inaugurated in January, will move to 10 p.m. The station will also add a 6 p.m. newscast, with plans for a 5 p.m. broadcast in early 1996.

Channel 2 will add an hour to its morning news show, which will now run from 7 to 9 a.m. In addition, Channel 2 will add locally produced news between 5:30 and 6 p.m., where Fox has no national newscast. CNN reports will be added to Channel 2 newscasts. During the day, Channel 2 will air primarily talk shows. (The schedule introduced next week will be temporary, since most of the station's new talk shows don't begin their seasons until September.) Channel 2 isn't picking up the "Fox Kids Club" shows, so "Mighty Mor-phin Power Rangers" will disappear, at least in their weekday incarnation.

A deal to air the Saturday morning Fox shows is apparently being worked out by Channel 2. Channel 30 will air ABC daytime programs, although not the soap "Loving," as previously indicated. "We agreed to run everything from ABC that KTVI had run," Channel 30 owner Barry Baker explained. KTVI, Channel 2, didn't carry "Loving" or the second half of the talk show "Mike Maty," and Channel 30 will do the same. If it's any comfort, the same kind of switch happened in Kansas City a year ago, and viewers there have adjusted.

"The major confusion lasted only about a week" when the NBC affiliate switched with the Fox affiliate, says Barry Garron, television critic of the Kansas City Star. In Kansas City, by the way, the weekday "Power Rangers" was finally picked up by an independent station, after its impending demise caused an outcry from young viewers and their parents. Channel 1 1 St. Louis' only remaining independent (although affiliated with the new WB network), has its own strong slate of children's pro-. gramming and no room for the Rangers.

The approaching affiliate switch with ABC going to Channel 30 and Fox going to Channel 2 seems like a plot to her, one cooked up by "some rich men who don't have enough to do" and have set out to make her miserable. By next week at this time, the switch will be a day old. It's planned for 5 a.m. Monday, and no matter how much you whine about it, it's going to happen.

I'll be writing about this a lot more in the coming week and thereafter, in this space and in the news section of the paper. And both Channels 2 and 30 have set up support systems to help you through the change. As of today, Channel 30 invites viewers to call its hotline: 800-ABC-3511 (800-222-3511). The hotline will operate from 9 a.m. to 9 p.m.

daily through Aug. 13. Beginning Wednesday, Channel 2 will answer questions through its hotline: 800-222-8068. The hotline will operate 7 a.m. to 11 p.m.

through Aug. 11. Simply put, this is what will happen, and why. The change came about after New World, a partner of Fox, bought Ar-gyle, then the owner of Channel 2. New World converted all its new stations to Fox affiliation, so ABC made a deal with Channel 30.

At 5 a.m. Monday, all ABC network programs will move to Channel 30. All Fox network programs will move to Channel 2. Network programs are mainly those that air between 7 and 10 in the evenings (9 p.m. on Fox).

Daytime soap operas on ABC are also network programs, as is "Nightline." On Fox, NFL football comes from the network. "Home Improvement," "NYPD Blue" and "General Hospital" will now air on Channel 30, while "Married With Children" and "The X-Files" will air on Channel 2. Syndicated programs, those that don't come from a network but are bought individually by stations, will not move.
