4B ST. LOUIS POST-DISPATCH MONDAY, APRILII, 1994 OBITUARIES DEATH ELSEWHERE Roy W. Phelan, 70; Retired County Highway Engineer Kutis Funeral Home, 10151 Gravois Road in Affton. A funeral service will, be at, 10 a.m. Tuesday at Kutis to be followed with burial at Jefferson Barracks National Cemetery.

Among the survivors are his wife, Mary E. Phelan of Webster Groves; a son, Michael Phelan of Webster Groves; a daughter, Patricia Bogge-man of Affton; two brothers, Marvin Phelan of Manchester and Carl Phelan of Seattle; and six grandchildren. Mr. Phelan requested that "memorial contributions be made to the St. Louis County Highway Department, 121 South Meramec Avenue; Clayton, 63105, for planting trees along county highways.

Roy W. Phelan, a retired chief design engineer for the St. Louis County Highway Department, died Sunday (April 10, 1994) at St. Mary's Health Center in Richmond Heights of pneumonia. He was 70.

Mr. Phelan, of Webster Groves, retired in 1988 from the Highway Department after 27 years of service. He was involved in designing several arterial road projects in St. Louis County, including the extension of Laclede Station Road from Maplewood into south county. He served in the Navy and was the youngest chief petty officer in the Pacific fleet in World War II.

Visitation will be 3 p.m. to 9 p.m. today at tics manufacturer Flex-O-Glass Inc. He received the Horatio Alger Award, which recognizes people who rise from humble beginnings and succeed through hard work and integrity, in 1979. AIDA GREY, who founded a series of cosmetic franchises, died Friday (April 8, 1994) at Cedars Sinai Medical Center in Los Angeles.

Miss Grey had been ill for some time, and death was attributed to heart failure. She was the daughter of a French dermatologist. The cosmetics counselor to Marilyn Monroe and hundreds of thousands of lesser-known men and woman in America and Europe was always secretive about her age. She was believed in her mid-80s, although she didn't look it and denied she had ever had a face-lift. It was Aida Grey products that kept Aida Grey looking 20 years younger than she was, she liked to say.

In 1987 Women's Wear Daily estimated her wholesale volume at between $4 million and $5 million annually. The more than 100 franchises she launched in the United States, Kenya, Portugal, Ireland and elsewhere receive big discounts for purchasing the approximately 150 items she shipped from a huge warehouse in Beverly Hills, home of her Institute de Beaute. KEN CARSON, 79, who backed up Roy Rogers in cowboy movies as a member of The Sons of the Pioneers, died Thursday (April 7, 1994) in Delray Beach, of Lou Gehrig's disease. Mr. Carson joined the group in 1942 after founding member Rogers left to become a movie star.

He sang on the Western group's two most famous records: "Tumbling Tumbleweeds" and "Cool Water." His tenor was the echoing voice singing "cool, clear water" on the latter tune. He appeared in 22 of Rogers' cowboy movies as a member of the musical group that backed up the actor when he sang. HAROLD WARP, 90, who founded Minden's popular Pioneer Village in Nebraska, died Friday (April 8, 1994) at his Fort Lauderdale, home. In 1953, Mr. Warp bought 20 acres of land along U.S.

Highway 6 and built Pioneer Village, which presents history of everyday life from 1830 to the present. It includes 26 buildings, a motel and restaurant and more than 50,000 historical items, including horse-drawn buggies, antique cars, farm machinery, planes and tools. In 1983, Mr. Warp handed control of the village over to a foundation. Mr.

Warp, who made his fortune in manufacturing, also founded the Chicago plas Horace McCown, 75; Owned Limo Firm Horace M. "Mac" "George" McCown, a former owner of a limousine and hearse company in St. Louis, died Saturday (April 9, 1994) at St. Luke's Hospital in west St. Louis County after a long illness.

He was 75 and lived in Chesterfield. Mr. McCown was the owner for 25 years of McCown Automotive Coach Sales Inc. He did business with many funeral homes in this country and abroad. He sold the company and retired last year.

He was in the insurance business before he founded his company. A funeral service will be held at 10 a.m. Wednesday at Lupton Chapel, 7233 Delmar Boulevard, University City. Visitation will be from 4 to 8 p.m. Tuesday at Lupton Chapel.

The body will be entombed at Oak Grove Mausoleum. Among the survivors are his wife of 40 years, Mary McCown; two brothers, Fred W. Louisan, died Friday (April 8, 1994) at his home in New York. He was 44. He was a counselor to the executive director of the U.N. Children's Fund UNICEF. A memorial service will be held at the United Nations in May.
