I AIM OUTLINED BY DICK GREGORY The aim of most Negroes in the United States is to be Americans, Dick Gregory, comedian, said yesterday at a seminar spensored by Southern Illinois University, from which he was graduated, civil rights movement has not been stopped by Black Power advocates, he told about 30 public housing and building code officials at the seminar at Pere Marquette State Park near Grafton, Ill. Borrowing from his night club routine, Gregory said Black had given the Negro the right to "hate back." He indicated 1 that many Negroes resent the fact that their race has no representative in the Miss America contest and that they are not well represented in Congress. Racial strife has not reached the small Northern cities, he said be a use mass media newspapers, magazines, radio television covered the troubles in the South and in large cities only, "The Constitution gives Negroes the right to peacefully he continued. "We are now being honest and don't care who we make mad. I want a 400-year-old problem solved." DOCTORS REMOVE TUMOR FROM GOV.

WALLACE HOUSTON, July 11 (AP) -Gov. Lurleen Wallace of Alabama began today a two- to three-week period of recovery in a hospital here from an operation. A malignant tumor in the lower abdomen was removed in hours of surgery yesterday. One of her physicians afterward that "we found nothing that would prevent" complete recovery. It was her second operation cancer in 18 months.

for, Mrs. Wallace was kept under sedation, and is expected to remain at M. D. Anderson Hospital and Tumor Institute for two or three weeks before returning to her home at Montgomery, Ala. She will return to Houston later for precautionary X-ray therapy.

Dr. R. Lee Clark, director and surgeon in chief of the hospital, said that Mrs. Wallace experienced no adverse reaction to the operation. A tumor the size of a lemon was the primary malignancy and was lodged in a coil of the sigmoid colon, Dr.

Clark said. He said that about 16 centimeters of the colon also was removed, VINDICATION UNDER FIRE DETROIT, Mich. (AP) Three months ago James Tehansky, 21 years old, tried to join thine Detroit fire, department. burly 200-pounder failed to pass the departmental physical. The other day, he rushed into a burning apartment building and rescued 12 persons.

Antiriot Bill FROM PAGE ONE ments would not have taken place without riots. And this attitude is even applied to civil rights legislation, which would not have been enacted without uprisings, or so a sizable percentage of those polled believe. THE FIGURES adding up to inequities in the ghetto poverty, joblessness, overcrowding are an old story. Nowhere has it been expressed eloquently as by President Lyndon B. Johnson in his speech two years ago at Howard University in Washington.

The civil rights acts, the President said, were only the smallest start at correcting a century of injustice that had forced the Negro to live in a separate nation isolated and deprived. That was perhaps the peak of rising expectation, the high tide of hope. The swiftly mounting cost of the 'Vietnam war and a grumbling resistance to further change have forced cuts in the programs meant to break down barriers of that other and separate nation. The sense of failed promises is one of the deep discontents in the ghettos. The antiriot bill was once twinned with a measure to give protection to civil rights workers.

They have been separated and it is a reflection of the current mood that the latter may die while the Stokely Carmichael bill passes with little challenge. Arms Race FROM PAGE ONE Israel's right to exist. None has voiced the slightest intention to negotiate with the Jewish state to get its lands back. Once again the unity that welded the Arabs together during the fighting has begun to crack and inter-Arab feuds are starting to reappear. Only France among the big Western powers is considered a friend, even though French planes and tanks powered the Israeli drive.

The Soviet Union, assailed during the war for not supporting the Arab side militarily, has emerged as the Arabs' big brother. Many Arabs have no love for the Russians, but they still regard Moscow as their only source of support. Red Parties This may turn out to be a distinction without a difference, but observers here are inclined to believe that it may mean that Peking does not feel ready to burn all its bridges with the Ne Win government and may be more wholeheartedly committed to the Indonesian than to the Burmese party. FROM PAGE ONE name of the Chinese Communist party. JOHNSON HELD TALK ON CHINA WASHINGTON, July 11 (AP) President Lyndon B.

Johnson reviewed his attitude toward Communist China with Romanian Premier Ion Gheorghe Maurer last June 26, in anticipation of Maurer's current visit to Peking, the White House said yesterday. Mr. Johnson told Maurer that some day nations now calling themselves enemies would be reconciled, and that a peaceful mainland China is central to the peace of Asia. But Mr. Johnson's press secretary, George Christian, said yesterday that published reports that the President had predicted Communist China would take a respected seat in the family of nations "put it a bit strong." Christian did not offer any other interpretation on this subject.

Mr. Johnson's views on China were raised in an interview he gave Saturday at the LBJ ranch in Texas to two! West German correspondents, Henri Nannen, editor of the news magazine Der Stern, and Theo Sommer, editor of the weekly newspaper Die Zeit. He met with Maurer shortly after his summit meeting with Soviet Alexei N. Kosygin, in Glassboro, N. J.

Christian said Maurer "told the President he was going to mainland China. I believe the President reviewed briefly his general feelings toward peaceful mainland China which he set out in detail on July 12, 1966." That date referred to a Johnson speech holding out a hand of friendship. Mr. Johnson had said that mainland China must be discouraged from aggression and encouraged to take more part in world affairs, in peaceful co-operation. MARRIAGE LICENSES Vincent D.
