The Department of Commerce and the Securities and Exchange Commission reported that businesses of all kinds now expect to spend a total of 50.4 billion dollars for new plant and equipment this year, an increase of I2lj per cent over last year.

An earlier Government survey made in February the new one was done in April put the increase at 12 per cent. Some private studies have forecast Increases of as much as 14 per cent. The slight upward revision of capital investment plans, as revealed in the Commerce Department-SEC study, is all in the second half of the year. Capital spending in the first half was expected to be almost exactly the amount predicted in February, although actual outlays in the first quarter were a little higher than predicted and the new second quarter forecast a little lower than the February prediction. The new survey indicates capital spending will rise each quarter throughout this year.

The trend of seasonally adjusted annual rates, by quarters, is as follows: First quarter, actual spending, 49 billion dollars; second quarter forecast, 49.6 billions; third quarter forecast, 50.8 billions; fourth quarter forecast, 52.1 billions. Manufacturers now expect to spend billion dollars this year on new plant and equipment, an increase of 17 per cent over the 1964 total, the survey found. The increase iii outlays will be greater among nondurable goods producers than among durable goods manufacturers, although nondurables producers expect their outlays to level off after the third quarter while durables producers expect theirs to continue to rise throughout the year. Bank Charier Application Denied A charter application for a national bank in Richmond Heights was denied by the Comptroller of the Currency, the Post-Dispatch learned today.
