OTTENAD A Washington Correspondent of the Post-Dispatch WASHINGTON, June 8 A proposal was made today to give the Federal Government specific jurisdiction over crimes such as the shooting from ambush of Negro James H. Meredith. Senator Jacob K. Javits New York, suggested that the civil rights bill before Congress be revised to give specific protection to persons walking on public highways. Meredith was wounded Monday afternoon when walking on a road near Hernando, to dramatize voter registration campaigns for Southern Negroes.

Javits made his suggestion at a session of the Senate judiciary subcommittee on constitutional rights, which is conducting hearings on proposed civil rights legislation submitted recently by the Johnson Administration. Viewpoint of Katzenbach Attorney General Nicholas Katzenbach said that Javits's proposal "might be a good idea." After more than an hour, Capt. James I. Martin, president of the new Atlanta Firefighters Union, independent, said he i could make "no projections" about the future. A meeting was scheduled between union leaders and city officials. About 500 of Atlanta's 728 firemen went on strike last night and rejected a plea of Mayor Ivan Allen Jr.

CONGO CANCELS FOREST, MINING, OIL CONCESSIONS LEOPOLDVILLE, The Congo, June 8 (AP) President Joseph Mobutu has canceled concessions held by oil, mining and forestry companies in The Congo. This is part of a move to control the country's resources. He signed a decree yesterday enabling the government to take over all concessions awarded before independence June 30, 1960. The companies can renew them under new conditions, the decree says. The document was one of three recently approved by Parliament and signed by Mobutu.

One ruled that all foreign companies with only their exploitation base in The Congo must move their administrative headquarters into the country before next January or pull out. The third decree concerned wiping out racialism and tribalism in The Congo. The government has decreed renaming of Congolese cities by June 30. One of the first to change over will be Leopoldville. It will be called Kinshasa.
