After a new inspection yesterday, building inspectors declared the situation hazardous but said that structurally the tower was sound. Erection of barricades round the tower was ordered. Repeated efforts to get some decision on the ultimate fate of the tower have ended in inaction because city agencies and neighborhood organizations can-1 not agree among themselves. Some say the structure is a landmark and should be preserved; others say it is an eyesore and should be removed.

The Water Division has agreed either to remove it or repair it, providing some other agency will maintain it. Three years ago estimates of costs for repairing it or for removing it were the same. It is hoped, Griffith said, that both stations will return to the air at Dhe same time. He declined to speculate when that would be. COUNTY COUNCIL INDORSES STATE REAPPORTIONMENT Realignment of legislative districts in Missouri on the basis of "one man. one vote" was indorsed unanimously by the St. Louis County Council yesterday.

In a resolution introduced by Councilman John O'Hara First district, the council expressed "complete agreement with the tenor of decisions of the Supreme Court of the United States" and said that "the state legislative districts of Missouri should be reapportioned to comply therewith." Copies of the resolution will be sent to county members -of the Missouri House and Senate. It was announced that speakers would be limited to five minutes each at a public hearing on the proposed zoning ordinance at 3:45 p.m. next Thursday. Jan. 22 (AP) A United States Air Force C-124 plane with 10 persons aboard crashed and burned near here today. A rescue team said after reaching the scene that "there were no survivors." The plane was en route to Athinai Air Force' Base, near the Greek capital, from Aviano Air Base in Italy. The plane belonged to the 1607th Air Transport Wing at Dover, Del. The rescue party at the scene, 100 miles southeast of Athens, said that parts of the wreckage were scattered over a wide area.

The plane struck the peak of 7200-foot Mount Helmos, covered with 6 feet of snow. Names of the victims were withheld. genie LONDON, Jan. 22-The gov-emment disclosed plans yesterday to put further restrictions on press coverage of criminal prosecutions. Under its proposal, newspapers would not be allowed to publish evidence adduced against defendants in preliminary hearings. Instead newspapers would be limited to printing the name of the accused, the charge and the court's decision to dismiss the prosecution or, as it would in most cases, hold him for trial. British rules for coverage of crime news are aiieady extremely restrictive by American standards.

For example, the papers cannot print a man's criminal record or talk about alleged confessions unless such matters come out in a courtroom. The proposed new limits were announced in the House of Lords and will be embodied in legislation. They follow recommendations made by a government committee in 1958. Freeman, a former Missouri psychiatrist, and a companion, David A. Barney, police reported today. Police said that Missouri state Senator A. Bassey Vanlanding-ham and former state Senator George Spencer identified a fur coat, tools, silverware and a pistol as those stolen from their homes last December. The articles were recovered after Freeman and Barney were arrested as suspects in a holdup here Jan.

11 in which two persons were shot and wounded. Officers quoted Barney, 25 years old, as admitting the burglaries, and implicating Freeman.
