Charges U.S. Agents Are Spying on His Attorneys the poor attendance to local union officers. Hoffa received polite applause when he was introduced and when he completed his 35-minute off-the-cuff speech. He was not interrupted by applause. He received a warmer reception three weeks ago when he addressed a Chattanooga business and professional men's club.

Taking note of the small turnout, Hoffa said it was unfortunate that union members had something better to do on a Sunday afternoon and preferred to keep social engagements or watch television. He said that if antilabor bills pending in Congress are passed, "our members would be beating down the doors to get in, but it would be too late." He said he was willing, however, to speak to groups of five, 40 or 500 persons "because you can get the word 1 back." Chattanooga is a Teamsters stronghold. Local 515's territory extends to northern Georgia, northern Alabama and western Tennessee, "I've had experiences in the courts since I was 16 years old," Hoffa said, "but I've never seen anything like Nashville and Chattanooga. Marshals and FBI men are here by the hundreds." The fourth week of the jurytampering trial of Hoffa and five codefendants opened today in United States District Court. The six men are charged with jurytampering in Hoffa's 1962 trial at Nashvilie.

He was charged in the Nashville case with receiving illegal kickbacks from a Detroit trucking company. The case was declared a mistrial when the jury deadlocked, seven to five. United States District Judge Frank Wilson put off today a special hearing to which the defense summoned Attorney General Robert Kennedy and Federal Bureau of Investigation Director J. Edgar Hoover. The defense sought the hearing in connection with the charges that Government agents are spying on Hoffa.

"These matters relate primarily to grounds that might or might not constitute a basis for a new trial," Judge Wilson said. "It would not be appropriate to interrupt the trial to hold a hearing at this time." The judge said he will permit a hearing on the issue if the defense still wants it after the case goes to jury. Hoffa said the Government had retained a criminal lawyer who was "sent here to get a conviction by hook or crook." His references was to John J. Hooker of Nashville, known in St. Louis for having defended T.

Lamar Caudle in 1957. Caudle, head of the Department of Justice's tax division in the Truman Administration, was sentenced to two years in prison and fined $2500 when a jury found him guilty of a conspiracy to defraud the Government in an income tax case. Hoffa accused federal agents yesterday of stealing union records, spying on his attorneys and using paid stool pigeons to get a court conviction against him at any price. 23 Memorial services for Mrs. Thomas G. Ratcliffe, St. Louis civic leader, will be Feb. 23 at 3 p.m.

at Christ Methodist Church in New York. Mrs. Ratcliffe, 89 years old, died Jan. 29 in New York and the body was cremated. Mrs.

Ratcliffe came to St. Louis in 1912 after her marriage. Her husband was vice president of the Carleton Dry Goods Co. She organized the Woman's Association of the St. Louis Symphony Society and helped establish the first penny lunches for school children.

She headed a Sunday school department at St. John's Methodist Church. Surviving are a son, Thomas of New York City; and three sisters, Mrs. E. D.

Nims, St. Louis; Mrs. Tom C. Gooch, Dallas, and Mrs. George C.
