ILLINOIS VOTERS ENCOUNTER THE LONG BALLOT Nov. 3, 1964 ST. LOUIS POST- -DISPATCH CHICAGO, Nov. 3 (AP)--About 4.500.000 voters were expected to go to the polls today to decide whether Republican Charles H. Percy or Democrat Otto P.

Kerner, the incumbent, will be Governor of Illinois for the next four years. Polls opened throughout the state at 6 a.m. and will close at 6 p.m. The Kerner-Percy race was expected to be the closest fight. But Illinois, with its 26 electoral votes, is considered a pivotal for presidential candidate Barry M.

Goldwater in his attempt to defeat President Lyndon B. Johnson. Illinois voters struggled also with the cumbersome orange balto elect 177 members of the state House of Representatives. Kerner, 56 years old, was elected Governor in 1960 by 000 votes over William G. Stratton, a Republican incumbent.

Kerner has based his campaign on state solvency, increased mental health facilities, new industry and reduced unemployment rolls. Percy, 45-year-old board chairman of Bell Howell is making his political, race. has accused Kerner Administration of not providing enough mental health facilities. He charged also that Kerner has failed to bring new industry into the state, and cited alleged voting irregularities. The most confusing phase of the Illinois election is the atlarge ballot, which contains 118 names under each party label for the House.

The at-large election was made necessary when Illinois failed to reapportion the state to conform with new census figures. The Chicago Sun-Times's final straw poll gave President Johnson 62.63 per cent of the Illinois vote and Goldwater 37.37 per cent. Kerner received 52.09 per cent and Percy 47.91 per cent. The poll has historically been within 1 per cent of actual election outcomes. CIVIL LIBERTIES UNION CALLS HOFFA TRIAL UNFAIR NEW YORK, Nov.

3 (UPI)The American Civil Liberties Union contends that the trial of Teamsters Union president James R. Hoffa for jury-tampering was unfair and that his conviction should be reversed. In a friend-of-the-court brief in support of Hoffa, the ACLU said yesterday that the Government illegally used evidence obtained by an informer who spied on Hoffa and his lawyers. The brief asked the Sixth United States Circuit Court of Appeals Cincinnati to reverse the conviction on the ground that Hoffa was denied a fair trial because the due-process of the Fifth Amendment rightclause, to-council provision of the Sixth Amendment had been violated. Hoffa was convicted March 4 In Chattanooga, of attempting to bribe a jury that heard his conspiracy trial in Nashville in 1962.

3 (AP)-A Barrackville High School student who plays football despite two artificial legs obtained a $115,000 personal injury damage award against a railroad yesterday. A jury in Chicago awarded the judgment to 16-year-old Jack Rice, who was suing the Gulf, Mobile Ohio Railroad for 1 loss of his legs below the knees seven years ago. He was injured in an accident near Nilwood, where his family lived at that time. Rice's coach says the youth is used mainly on defense because of his limited mobility, but he describes Rice as a smart player, extremely popular with his teammates. Sources close to the youth's family say the money deposited in a trust fund for Rice, who hopes to attend college after graduation from high school next spring.

WYOMING STATE TREASURER IS HIT, TIED, ROBBED OF $27 CHEYENNE, Nov. 3 (AP) Treasurer Everett Copenhaver was robbed of $27 of his own money last night after convincing two armed men that he could not open the Wyoming vault.

Copenhaver told police that two men wearing Halloween masks came to his home and ordered him at gunpoint to drive to the state Capitol. He told them the safe was controlled by a time lock which would not open until tomorrow morning. The statehouse is closed today for the election. When the men saw a night watchman at the Capitol, they returned Copenhaver to his home, struck him on the head and bound him with electrical wire. Copenhaver said they then fled with $27.

Prime Minister Lal Bahadur Shastri, a member of the Hindu majority, said Sunday that he will attend. Shastri told a public meeting that "the essence of Hinduism lies in its respect for all religions." Swami R. Ananda, secretary of the All India Association of Hindu Holy Men, said that the Pope "will be our most honored guest." But posters on Bombay walls say, "Mr. Pope, go back Others, in New Delhi, the capital, assail the Congress as "a haven for smugglers." The examiner, Morton D.

Friedman, recommended to the NLRB that the firm withdraw recognition of the union and see that its employes are repaidwith interest for all fees and dues paid to the union. Friedman found that a majority of the Meyer Bros. employes had not applied for union membership before the union negotiated a contract with the company. He found also an element of coercion was used to persuade some employes to seek union representation.
