It is rumored here that Bulgaria, acting in conjunction with Austria, will seize a part of Macedonia. There Is the gravest apprehension here that Russia will not be able to act in accord with France and England.

The foreign office has prepared a Btatement of Russia's attitude, but it -will not be announced until Foreign Minister Iswolsky has had a conference with Sir Edward Grey, foreign secretary of England. He is scheduled to arrive in London tonight. Russia still Insists that the International conference, if held, completely revises the Berlin treaty, while the latest word from England Is that she has not receded from her position that only existing issues be considered.
