The absolute refusal of County Chair man Joseph Howley to discuss politics or to Indicate whether or not he is a candidate for re-election as county chairman, has given rise to the belief that Mr. Howley will not ne a candidate, and that lie Is simply holding off any expression In the matter to make a turn at the last moment in the Interest of some friend whom he may desire to have succeed him. That Mr. Howley will meet with opposition Is a foregone conclusion. Quite a number of local democrats are of the opinion that Howley Is not a candidate and that ho does not want the ottlce for another term.

The McKeesport city republican committee met last night for a few minutes but did not transact any business, owing to nmiill attendance. An adjournment was taken until Saturday night, when It Is expected a chairman will be elected. The light for the chairmanship is between I ounty Controller w. lv Thompson and Deputy Coroner David Hardy, and Is the hottest McKeesport politicians have seen fur many oons. Friends of Judge Kennedy have placed in circulation a petition endorsing him for the supreme court. It Is being passed among the lawyer and a number have signed It The endorsement sets forth Judge Kennedy's experience as a lawyer and Judge, and highly praises his ability. The John Daliell republican club, of the Seventeenth ward, has endorsed 8amuel K. Kerr for another term as police magistrate. He has already received the endorsements of the republicans of the Fifteenth, Sixteenth and Klghteenth wards.

Congressman Joseph C. Sibley passed through I'tttsburg last night en route from Harrlsburg to his home In Franklin. He has greatly Improved In health, but will stay home for a few days' rest before returning to the state capital. He Is convinced that his plan to break the deadlock Is a failure, but he thinks history will justify his course.
