30 (AP) Prelates at the Roman Catholic Ecumenical Council discussed ways today of keeping worshipers from becoming "indifferent and mute spectators" at Mass. The council fatherscardinals, patriarchs, archbishops and bishops from around the world examined questions pertaining to the Eucharist as they continued their review of a proposed constitution on liturgy public worship. A spokesman said there were 23 speakers at a three-hour closed session in St. Peter's Basilica. The spokesman said many of the council fathers expressed the view that worshipers should be given "greater knowledge of all parts of the Mass and more intimate participation in the Mass." The Roman Catholic Mass is said in Lain but worshipers may follow the ceremony with a missal containing a translation into the national language.

The spokesman said speakers showed deep interest in projecting non-Western culture into some aspects of the liturgy in an effort to adapt to local mentalities and traditions. Along these lines, speakers again discussed the use of ver-acular, or modern, language in place of Latin in parts of the Mass, especially the teaching parts. The spokesman said some council fathers, discussing the Eucharist, spoke about "Communion under two species" bread and wine, instead of bread alone, the present form. In Western (Latin) and Eastern rites, priests always take both bread and wine. In the Western rite, the congregation receives Communion only in the form of bread.

In the Eastern rite the communicant receives both bread and wine. The borough plan for St. Louis and St. Louis county would save $12,000,000 annually in government costs, proponents of the proposal said yesterday. Richard D.

Shewmaker, a vice chairman of the Missouri Committee to Reunite St. Louis, and John D. Rigby, chairman of the speakers' bureau of the committee, asserted: "One team of experts had estimated an annual saving of up to $12,000,000, by the closing of unnecessary city halls, by streamlining functions, and by consolidating debt financing procedures." Home Rule Stressed. Shewmaker and Rigby also asserted that the plan would "give all St. Louis area voters the right to home rule." "They will be able to participate in electing their mayor, something they cannot do now," the proponents said, "and they can amend their initial charter, or adopt a wholly new one, by simple majority vote.

"The 22 boroughs initially set up have been planned for growth and, the borough names themselves refute the charge that community identity will not be preserved under the plan." As for the charge by opponents of the plan that it is unfair to "impose" it on residents of the St, Louis area through a statewide vote, the statement asserted that it is the business of the whole state "when half of Missouri's income tax and 41 per cent of its sales tax revenues are derived from a single metropolitan area that is being slowly strangled by competing governments."
