Joost de Blank, former Anglican archbishop of Cape Town, South Africa whose oppo sition to the government there made him one of the most con troversial figures in the republic, died Monday after suffering stroke. He was 59.

Dr. Joost de Blank was. archbishop of Cape Town from 1957 to 1963. Later, he was a canon of Westminster Abbey. WASHINGTON, D.C.

(AP) Robert N. Miller, former solid tor of internal revenue and a Washington tax attorney, died Monday at the age of 88. In 1960 the American Bar Association presented Miller a special citation for his 40 years of active tax practice. ATLANTIC CITY, N. J.

(AP) services are scheduled in Philadelphia today for I. Paul Linn, director of property and supplies in the cabinet of Pennsylvania Gov. George H. Earle from 1932 to 1935. Linn, a Democrat, died in Atlantic City Hospital Sunday at age 77.

Mrs. Anastasia Lazurko, 76, of 230 Washington Milmont Park, Ridley Township, died Sunday at the Crozer Chester Medical Center, Upland. She was the widow of Alex Lazurko who died in 1952. Mrs. Lazurko was a member of Our Lady of Peace Church, Ridley Township and had lived in.

Milmont Park for 20 years. Surviving are three daughters, Mrs. Anna Lesicko of Chester, Mrs. Mary Betack of Glendale, Calif, and Mrs. Theresa Mucha of Milmont Park; a sister, Mrs.

Calling hours will be this evening at the funeral home, Woman Dies At 108 Among Early Pioneers SALT LAKE CITY, (AP) A woman who came to Utah in a covered wagon when Andrew Johnson was president is dead at the age of 108. Hilda Erickson, the last known survivor of the pioneers who came to Utah before completion of the transcontinental railroad in 1869, died Monday in a nursing home. Mrs.

Erickson was born Nov. 11, 1859, in Lesjo, Sweden. She came to the United States in 1866 and traveled by ox team with her family to Mount Pleasant, Utah. She married John A. Erickson in Salt Lake City, and served with him at a Mor mpn mission on an Indian reser- She became a licensed midwife in 1901 and delivered more than 200 babies.

She also pulled teeth, sewed wounds and treated other medical ills. Until recently Mrs. Erickson lived alone in Grantsville, Utah. She drove a car until she was 95 was given a reckless driv ing ticket when she was 89. Mrs.

Erickson is survived by her daughter, Mrs, Amy M. Hicks, 84, of Salt Lake City, 8 grandchildren, 28 great-grandchildren and 11 grandchildren. increase. Mrs. Safka, the widow of John Safka, was born in Germany and lived most of her life in Milmont Park. She was a member of Our Lady of Peace Church. She is survived by three daughters, Mrs. Valentine Dougherty George V.

Dougherty 58, a weaver at Bancroft Son Co. for 25 years, died Saturday in Taylor Hospital, Ridley Park He was the son of the late George V. and Nora Conway Dougherty. He lived at 920 Simpson Eddystone. Mr.

Dougherty was a U.S. Army veteran of' World War II and was a member of the Veterans of Foreign Wars Post 7949, Eddystone'. Mrs. Thomas F. Spitz of Ridley Park, a sister, survives.

The funeral will be 8 a.m. Thursday at the White's Funeral Home, 9th and Madison Chester. High requiem mass will be sung at 9 a.m. at St. Rose of Lima Church, Eddyutone.

Burial will be in St. Michael's Cemetery, Chester. Calling hours will Wednesday evening at funeral home. Mrs. Frances E.

Gesner Wafd, 72, died Monday at the home of her son, Donald L. Ward, 1111 Sterling Linwood, Lower Chichester, with whom she made her home. She was the widow of George F. Ward who died in 1958. Mrs.

Ward was born in Philadelphia and moved to Holmes Ridley Township as a young girl and had lived in Linwood for 48 years. She was a member of Linwood Methodist Church. She was formerly employed at the old Concord Mushroom West Chester and had been a nursing companion and had bean employed by the Chichester Joint School System. Also surviving are three daughters, Mrs. Ethel Keel, Mrs.

Herman Truitt and Mrs. Alfred Chew, all of Linwood, another son, Samuel Claymont; 17 grandchildren and 11 great grandchildren. It was announced that $1,300 was included in the budget for the cost of the crossing guard and $1,559 for the cost of installing flashing warning lights. The lights will be installed on Pembroke to alert motorists of the school zone.

Council announced that the tax increased from 20 mills to 21 mills. The 2-mill fire tax levy and the library tax remain the same. The expense of the bond issue for the purchase of the fire engine was included in the general purpose tax levy. The budget categories are: police proti'cton, debt service, $25,250: general government, health and sanitation, highways, msicellaneous $5800; recreation and shade trees, and library $924. In other business, council: Accepted the resignation of Solicitor William A.

Welsh, effective Jan. 1. No reason was given for the resignation. Approved $50 appropriations to the East Lansdowne Auxiliary Police Fund; East Lansdowne Boys Club and the George Wash jington Post 578, American I Legion. 1 ANNOUNCEMENTS CHESTER A former city alderman and another city resident have been held for court in $5,000 bail in connection with the theft of more than $10,000 worth of furs and men's suits.

Held on charges of receiving and being in possession of stolen goods were former alderman Gene L. Thomas, 34, of the 100 block W. 8th Steet, and Edward A. Church, 24, of the 200 "block W. 5th Street.

Charges of burglary, larceny and conspiracy were dropped by Magistrate Phil C. Puzzan- ohera for lack of evidence. Three other persons originally implicated in the Dec. 22 theft were discharged, also for lack of evidence. The furs were taken from a van parked near 7th and Penn Sts.

Florence Bothwell, wife of Joseph Bothwell of 20 Worrilow Linwood, Lower Chichester, died Saturday in Crozer Chester Medical Center, Upland, after a brief illness. Mrs. Bothwell, the former Florence Stott, was born in Lancashire, England and came to this country with her parents when she was 18 years old. She was married to Mr. Bothwell in 1931.

She was a former president of the Altar Guild and the Ladies Auxiliary of St. Martin's Episcopal Church, Marcus Hook and sang in the choir. In addition to her husband who was former Chief of Police of Linwood, she is survived by two sisters, Mrs. Gertrude Porter of Symrna, and Mrs. Adam Greer of Philadelphia.

The funeral will be 10 a.m. Thursday at the Robert Moreland Funeral Home, 9th and Main Trainer. Services will be at 11 a.m. at Old St. Martin's Episcopal Church, Church Marcus Hook, burial will be in Lawn Croft Cemetery, Lower Chichester.

Calling hours will be after 7 p.m. Wednesday at the funeral home. i Peterson Robert W. Lancaster, a former employe for 20 years at the Troy Laundry In Chester, died Saturday in the Wilmington Medical Center, Memorial Division, Wilmington, after a brief illness. He lived at 20 N.

Maine Atlantic City, N. J. Mr. Lancaster was born in and lived in Chester until 14 years ago when he moved to Atlantic City, where he worked for the New Jersey Racing Association. His wife, the former Mary Maslan, died in June of 1967.

He was a member of Chester Lodge No. 236 A Chester. Surviving are three sisters, Mrs. Thomas Ward and Mrs. John DiGuglielmo both of Philadelphia and Mrs.

Frances Ernest of Chester; a brother, Albert of Elsmere, Del. Services and burial will be at the convenience of the family. Calling hours will be Thursday evening at White's Funeral Home, 9th and Madison Chester. Masonic services will be at 8 p.m. Thursday at the funeral home.

Fronczak A public meeting on the issue has been set for Jan. 19 before the Delaware River Basin Commission in Philadelphia due to the petition of four conservationist groups in the area. Bell said the choice being offered is between jobs, highways and programs on one hand and a continuation of mud flats, mosquitos and high taxes on the other. He said the petition would "deny the Delaware County tax sources, especially since these mud flats will be available for industrial development with highways about to be constructed." Bell also said the county would be denied land for the construction of new industry and the opening of jobs and would block construction of two new Isaacs Highway and Interstate 95. Bell said citizens who are tired of sitting through traffic jams, seek relief from high real estate taxes and full employment from new industrial development should register their protest with the Planning Commission in Newark, N.J.

The four groups initiating the petition are: the Citizens Council of Delaware County, Phila delphia Conservationist Philadelphia Citizens Council on City Planning and The Friends of Tinicum Marsh. According to Bell, the groups are trying to keep the swamp for "recreation, wildlife habitat, flood control, water quality, open spaces and other purposes." He lived at 1922 W. 4th Chester. Mr. Maczuga was born in Poland and came to the United States in 1902 and settled in Nanticoke, Pa. and had been Mr.

Fronczak was born in Poland, and was a member of in Chester since 1946. He was Arthur F. Peterson, 72, a St. Hedwig's Church and Sacred a member of St. Hedwig's retired machinist of Sun Ship-Heart Church of Clifton Heights.
