addnta-ii Market Pretty Much Recovers Losses of the Day 'Previous. (Vew Torlt Time Flnnolal Letter.) Nw Tork, Fb, 16. Without any do. tapmlnlnir causa. far aa the day.

new waa concerned, today' atock market pretty much recovered the losses of th day before, and transactions were almost as large. Foreign exchange moved up along with the atock market, sterling going at one time within l- cent of the 14 price of Dcmbejt13, the maximum alnce wartime support of the market waa abandoned by the British exchequer' In March of The advance In stocks again waa more marked In the Industrial than, In the railway shares. It waa checked only partly oy a alx per cent call money Tate, whose recurrence la not altogether easy to understand, but which nowaday la not a matter of great significance. Further teatlmony fo the existing activity of trade waa provided by the weekly car loading figures for the week ending on February 3. Traffic usually decrease In that week nd It was shown to have done so by the published figurea, but comparison with the same week In other year nonetheless gave striking results.

Total loadings exceeded by more 'than 200.00ft cars, or 2t 1-2 per cent, highest previous record for the week. The tier man mark measured In' ten- thousands of a cent, rose from 44 1-1 to 62 S-4. making a-4ctal recovery of I6S per cent since 20 was touched on Jan uary 30. This movement of the. mark has puzxled even International bankers.

There was no confirmation today of Wednesday's cabled story of S50 000,000 gold marks from the Retchsbank reserve being ordered "thrown on the market In purchase of paper marks. The only authentic report of a German Treasury operation was of the payment In gold at London today of Oerman bills fur 41.000.000 gold marks, made hut to. Bel-glum six months ago on aecduntof deferred reparations. But thatNfrknsac-tfon has Involved, not purchase of paper mark by the German Treasury with gold, but sale or paper marks to establish foreign gold credit. Francs advanced with the other European exchanges today, but fell back at the last to Wednesday's London and Paris, however, sterling moved as violently tn favor of the French market, as It had moved against It on Wednesday.

Failure of the franc to hold any substantial recovery Is plainly enough a consequence, first of doubt over political complications which may arise from the Ruhr experiment; second, of an Idea that the French government may find the occupation enormously expensive. At no' time during the aesslon of todsy's cotton market waa tnere a marked degree of Interest or activity. 15. Interest la the recent Interstate Commerce Commission decision which would permit the South em Pacific to continue its control of the Central Pacific ta confined not alone to the companies' directly con cTerned, but prevails to almost equal strength In tha offices of other railroad companies which feel that the fate of the Esch-Cummlns transportation act of 1921 will hinge entirely on what ac tion may be taken by the United States courts which will review the commis sion's decision. The commission's decision is In keeping with the transpor-taton act. The decision qf the Utah District Court, which had ordered a separation of the two railroad comua nles, was based on the Sherman antitrust law, thus indicating that the two laws stand In contraposition to one another so far as the railroad grouping plans of the commission are concerned, Call money bobbed up and down today In a manner not Viltnessed In Wall Street for many a month.
