www.STLtoday.com B5 Lobbyist spending in Jefferson City jumps 22 percent for last session The Associated Press JEFFERSON CITY The price of lobbying state lawmakers in Missouri has gone up. Lobbyist spending jumped by 22 percent during the last legislative session, according to state records, when 90 House freshmen took office and Republicans controlled the Legislature for the first time in 50 years. Spending on gifts, food and en tertainment for elected officials, their families and aides totaled $645,000 for the five months the Legislature met, from January through May. That compared with $528,000 spent on them during the 2002 session and $515,000 a year earlier, the Springfield News-Leader reported. It also represents a fraction of what industries and special interests are paying to lobby Missouri government, experts said.

Mis souri is one of about a dozen states that dont require groups lobbying government officials to disclose lobbyists' salaries, which make up the bulk of their costs. Also, more money than in years past was spent on caucuses and committees or reported as an expense for the entire Legislature rather than individual lawmakers, making it more difficult to link lobbyists' spending to specific legislators. "It was just a different kind of year," said Gary Burton, a lobbyist and former Republican House member from Joplin whose clients include Missouri Southern State College and SBC Communications Inc. "You spent a lot more time trying to educate people." Missouri lobbyists and legislators offered varied explanations for this year's extra spending, from lobbyists trying to get to know the scores of new politi cians to busy schedules that led legislative committees to eat while they worked often at lobbyists' expense. Twenty-six legislators received more than $1,000 in gifts, meals and entertainment during the 2003 session, according to state records.

And 12 lobbyists spent more than $10,000 on lawmakers. John Britton is the Capitol's longest-serving lobbyist. His clients include Anheuser-Busch, Cos. and Brown Williamson Tobacco Corp. Britton said freshmen were a harder group to court this year because they seemed to look more to their party leadership than in past years.

Rep. Yvonne Wilson, D-Kansas City, led the way by accepting $2,826.30 in food and travel from lobbyists.
