"It's cold down here," the man yelled to Mr. Hugney. Then the waters covered him. Efforts by North Side police to recover the body -proved futile. Mr.

Hugney, 320 E. Lacock said he was walking across the bridge from the North Side when the man, a few. feet ahead of him, stopped and said: "You doubt my Insanity?" The man- then climbed the railing and jumped before the startled Mr. Hugney could stop him. He was about 30.
