LOUIS POST-DISPATCH BRIEFS Education Proposal Vital, Supporters Say ILLINOIS By Roy Malone Of the Post-Dispatch Staff Proponents of the proposed education amendment in Illinois say a rejection by voters will send a message to lawmakers that funding for education is not an important issue. The proposal, on the ballot Nov. 3, calls for the state to assume "the preponderant responsibility for financing the system of public education." State funding for school districts varies widely, with some districts spending $14,000 on each student and some as little as $2,250, because of their poorer tax base. "Those kind of disparities shouldn't exist," said Richard J.

Walsh, president of the Illinois State AFL-CIO. "We've given up on the politicians with this issue. They don't seem to have the political will to do something about it. This amendment is born out of frustration." Walsh said Gov. Jim Edgar "is sitting on the fence" and won't take a position on the proposal.

The amendment "gives legal underpinning to the governor and other politicians to live up to their obligations," he said. Walsh made the statement Monday while discussing the proposal with Post-Dispatch editorial writers. With him was Ken Doyle, a farmer from Macoupin County who represented the Illinois Farm Bureau. Doyle said most people agree there has to be additional money for educa tion. "How do we support the people who are not educated 20 years from now?" he said.

"We pay now, or we pay later, and it will be a bigger bite later." "The risk in voting against the amendment is that it tells the legislature education is not important," Doyle said. "The legislators would like to have this passed. It would then be much easier for them to increase funding." Opponents of the amendment mostly businesses say it is vague and would be a blank check to increase taxes. While promising more money for schools, Edgar says he is against raising taxes. Businesses want to see the property tax reduced.

They pay about 45 percent of property taxes in the state and nearly 20 percent of the income taxes. The property tax has jumped to 62 percent from 45 percent of education funding since 1976. But Walsh noted that in the same period, the state's share of education funding has dropped to 33 percent from 48 percent. "We're going backwards in state funding," he said. Walsh said a legislative task force studying school funding has determined that $4,000 per student should be the minimum a district spends each year.

"Right now, 80 percent of the kids are being educated at less than what the committee found was adequate," he said. defendants. Bush said city officials agreed Friday to pay $50,000 requested by the election board for the general election Nov. 3. But he said the balance of $14,324 would put the election board over its 1992 budget.

He said his financially strapped city would exceed the budget only if a judge orders the payment. The election board is independent from the city. Its members are appointed by the chief judge. The suit says separate amounts of $50,000 and $14,324 were authorized Aug. 13 in warrants issued by Kernan as chief judge.

EDWARDSVILLE Podiatrist Charged; License Had Expired A man from Edwardsville whose license to practice podiatry had expired was charged Monday with two misdemeanor counts of practicing medicine without a license. The man, Roger J. Epperson, 50, of the 2100 block of Troy Road, was charged with performing surgery on two men last March even though his license had expired. The charge carries a sentence between probation and a year in a county jail. Assistant State's Attorney Todd Taplin said he had warned Epperson by letter about 18 months ago that he could not practice medicine without a current license.

Taplin said the Illinois Department of Professional Regulation said it was unaware of any reason Epperson's license could not have been renewed after it expired. Epperson could not be reached to comment Monday. FUNERAL NOTICES EAST ST. LOUIS University City Man Found Slain In His Car Ernesto White, 22, of University City, was found shot to death in his car on a bank parking lot in East St. Louis early Monday, authorities reported.

The St. Clair County coroner's office said White's body was found in his car on the lot of First Financial Bank, Missouri Avenue and Main Street in downtown East St. Louis, shortly after 3 a.m. Monday. White, who lived at 8711 Teasdale Avenue, had been shot once in the head.

The coroner's office also said a man found shot to death on Friday in the 1200 block of Falling Springs Road near East St. Louis had been identified as Augusto Jones, 19, of 5610 Vernon Avenue in St. Louis. No suspects had been charged in either shooting, authorities said. EAST ST.

LOUIS Election Board Suing For Payment From City The East St. Louis Election Board asked Monday that the city's top officers be held in contempt for not paying court-approved election and operating expenses totaling $64,324. Chief Circuit Judge Stephen M. Kernan has scheduled a hearing for next Tuesday in circuit court in Belleville, but Mayor Gordon D. Bush said the dispute may be settled earlier.

Gauen Illinois Political Correspondent Any lawyer's contribution to a judge's political campaign ought to be capped at $1,000 to protect the judicial system from the purchase of influence, Illinois Supreme Court candidate Don W.

Weber said Monday. Weber; a Republican, zeroed in on Democratic opponent Moses W. Harrison, who Weber said had accepted contributions from 16 lawyers in amounts ranging from $2,500 to $15,000. Robert Miner, the spokesman for Harrison's campaign, responded: "We don't see any reason that attorneys as a class should be discriminated against. Moses Harrison is not opposed to campaign finance reform, but why just pick on lawyers?" Miner said that Harrison, an appellate judge from rural Collinsville, had garnered significant financial support from the legal profession.

Miner said Harrison's performance on the bench was above reproach. Weber wis Madison County state's attorney for one term and later an assistant prosecutor before returning to private law practice in Collinsville. He said the contributions bought a general philosophy, not verdicts. "My opinion of Moses Harrison is that he wouldn't do something like that," Weber said. "He would never take money to change a decision." But Weber said that lawyers possessed special insight to know which candidates leaned in their direction and that money to help those candidates swayed the voters.

Meanwhile, he said, the public is deprived of similar insight because Supreme Court Rule 67 limits candidates for judgeships from making public statements on political issues. So in the end, lawyers have too much control over who gets elected, he complained at a news conference at the GOP headquarters in Edwardsville. "We don't have elections now, we have the illusion of elections, where they guy with the most money wins," Weber said. He said that the state Supreme Court had the rulemaking power to set the contribution limit and to loosen Rule 67. Weber failed earlier this year to get a federal court to strike down the rule.

JOHN W. DAVIS, 76, who represented the 7th Congressional District in northwestern Georgia for 14 years, died Saturday (Oct. 3, 1992) in Brunswick, after a sudden illness. Mr. Davis served as a Superior Court judge before he won election to Congress in 1960.

He was defeated in the 1974 Democratic primary by Larry McDonald. Mr. Davis became a public defender in Glynn County and retired in 1990. WILLIAM T. FOLEY, 80, a cardiovascular specialist who treated Joseph P.

Kennedy and the royal family of Sikkim, died Saturday (Oct. 3, 1992) in New York. Dr. Foley was part of a team of physicians that treated Joseph Kenne dy, the father of President John F. Kennedy, after he suffered a stroke in 1961.

In 1963, Dr. Foley begant treating members of the royal family of Sikkim, including the late Maharaja Sir Tashi Namgyal and his son, the late Palden Thondup Namgyal, the last two rulers of that kingdom before it became an Indian state. Dr. Foley served in the Navy during World War II and was captured by the Japanese. He spent four years in prison camps and was awarded the Distinguished Service Medal and the Bronze Star for his work at one dnmp, where he performed 160 emergency medical operations.
