LOUIS POST-DISPATCH Bill Would Keep Felons In Custody Pending Appeals POLICECOURTS The following incidents were among those that were reported to police departments in the St. Louis metropolitan area or that involved action in one of the area's courts: gree murder and armed criminal action in the shooting death of Mark Timothy Todd. Pagano is a former police chief of Festus and bead of a security company.

Last week, a judge sentenced Pagano to 23 years in prison. Pagano remains free on $250,000 bond pending appeal. Nixon's bill would prohibit releasing people on bond if they had been convicted of felonies such as armed criminal action, arson, assault, burglary, rape, kidnapping, voluntary manslaughter, murder, robbery, or the attempt to commit any of those" crimes. Nixon said his bill was "not a response to any one" person." He said the problem had been called to his attention by several cases, including Pagano's. JEFFERSON CITY Under a bill introduced in the Senate this week, William N.

Pagano and other people convicted of dangerous felonies could not be released on bond while their appeals were pending. Sen. Jay Nixon, D-Hillsboro, introduced the bill. He says it "just seems unfair" that people with money can walk the streets after they're convicted while poor people don't have that option. Pagano was found guilty Sept.

24 of second-de Accused Murderer Tries To Kill Himself In Jail Gym JEFFERSON CITY (AP) A man charged with murdering four people in a shooting rampage tried to kill himself Thursday by dropping exercise weights on his head in the Cole County Jail, Sheriff John Hemeyer said. Hemeyer said that James Rodney Johnson, 42, of Jamestown, was treated at a hospital for a cut on his head and returned to the jail. Hemeyer said he had arrived at the weight room a few minutes after the incident and had heard Johnson say several times, "Let me die." He estimated that between 80 pounds and 100 pounds of weights had fallen on Johnson's head. Johnson is scheduled for a preliminary hearing Wednesday in neighboring Moniteau County, where the shootings took place over a period of about six hours on Dec. 9 and 10.

Hemeyer said Johnson had been alone in the weight room at the time of the incident. A security camera in the room captured Johnson's actions on videotape. It showed Johnson using his feet to slowly push up hand grips connected to the weights, then placing his head under them. He then pulled his feet from under the grips, and the weights fell on his head. Hemeyer said Johnson had been under a 24-hour watch by cameras in the jail and had been going to the exercise room on a regular basis.

INDUSTRIAL ACCIDENT St. Louis: A leaky valve on a tank of compressed nitrogen led to the formation of a vapor cloud early Thursday at the C-K Welding Supply company at 4241 Folsom Avenue. No one was injured, and the cloud dissipated. VIOLENT DEATH St. Louis: A man was charged Wednesday with first-degree murder in the fatal shooting of a woman in a robbery outside her restaurant.

The man, Demetrius Hooker, 21, also was charged with first-degree robbery and armed criminal action in the shooting of Ok Ja Suh, 46, of Granite City. She died Friday. She was shot Dec. 23 as she left the North China Chop Suey restaurant at 5750 Martin Luther King Drive. Hooker, of the 5700 block of Theo-dosia Avenue, was arrested Tuesday.

FIRES St. Louis: A man who died Wednesday afternoon in a house fire at 4247 Washington Avenue has been identified as William Delyle, 72. Other residents of the building escaped without injury. Investigators said Delyle had started the fire by accidentally knocking over a lamp. Delyle tried to extinguish the fire himself but was overcome by smoke.

St. Louis: A girl, 17, who is 7 months' pregnant jumped out a second-floor window to escape a house fire early Thursday morning in the 2800 block of Gamble Street. The girl, Shalonda Robinson, was in serious but stable condition at Barnes Hospital, and her fetus was believed to have survived the ordeal. Another girl, Abena Burks, 16, also jumped but was not seriously injured. The fire is being investigated; preliminary findings indicate that it began as a result of careless smoking.

St. Louis: A fire Tuesday in an apartment building in trie Cochran Gardens housing complex that authorities had deemed suspicious is now thought to have been started by a pan left on a stovetop, Investigators said Thursday. He graduated from SL Louis University and got his doctorate at Catholic University. A funeral Mass was celebrated Dec. 30 in Chicago. Burial was at St. Adalbert Cemetery in Chicago.

Among the survivors is a sister, Agnes Brandt of Chicago. A memorial Mass for the Rev. Walter J. Galus, the first pastor at Our Lady of Loretto Church in Spanish Lake, will be celebrated at 11 a.m. Saturday at the church, 11725 Bellefontaine Road.

Father Galus, 80, died Dec. 27, 1991, at a hospital in Chicago after suffering several strokes. He was a native of Chicago and recently returned there to live. He was pastor at Our Lady of Loretto from 1959 until 1977, when he became senior priest in residence. He taught high school in Chicago before coming to St.
