Wheels and Deals This is the silver anniversary of the best-selling Mighty Tonka Dump Truck, available in a special silver edition, as well as the standard yellow. Tonka's newest line is the small R.P.M.S (Rapid Performance Machines) that accelerate and do stunts out of hand- or auto-wound launchers. For years, Galoob had dominated the world of miniatures, and its Micro Machines line has expanded with Micro Lights (car with illuminated head and tail lights), Super Micro Lights (buses and campers), noisy Lighted Sound Cars, and Triple Siders (with a Micro Machine housing a miniature and, in turn, being housed in a larger car).

Mattel's Hot Wheels line has added Convertables, which change their appearance, color and form in water, working Hot Watches, car-shaped watches that can snap off of the wrist to be raced; and Line Racers, miniature cars with electronic eyes than can follow any contrasting line-chalk on blacktop, black tape on a sidewalk-thus allowing kids to trace their own courses. New dolls abound: Magic Nursery (Mattel) does not have its sex determined until it is dipped in water, J. Sparkles (Mattel) now has a little sister, Baby Love Lites, who does just that when she's kissed or fed; Mandi (Galoob) sings, talks and eats; Baby Cheer Up (Playskool) can go from a frown to a smile, and from tears to good cheer, Hush Little Baby (Tonka) cries until she's soothed, and has mouth, cheeks and eyes that move as she noisily sucks; Cool Cuts Kara (Tonka) has cutaway hair. All in the game Milton Bradley has unveiled the Gorbachev board game, in which the Soviet leader cuts through red tape and helps players track down Western-style luxury items like bluejeans and VCRs, Japanese cameras and French perfume.

And here's the word on word games: Sniglets (Games Gang) is based on Rich Hall's wordplaying, and features words you can't look up in the dictionary because they're made up; Read My Lips (Pressman) uses unspoken, mouthed words (this game should be easy for hearing-impaired people); In Other Words (Spokedena) is a game calling for paraphrases of everyday sayings and well-known titles; Claim to Fame (Parker Bros.) has you trying to get teammates to say five famous things about someone through pantomime, drawings or nonspecific verbal clues; Hugger-muggers (Huggermuggers) is a one-letter-at-a-time combination of Trivial Pursuit and Hang Man that was a regional hit last winter and is just now making it into the mass market. Among the other new games, these stood out: Noteability (Tiger), which is name that tune; and play it too, thanks to a 17-note tiny baby grand; March Madness (Avalon Hill), the first board game based on the NCAA basketball tournament; The Evolution Game (Intromarket), based on Darwin's evolutionary scale; Mafiosi (Intromarket), a survival game set in a 1931 New York characterized by extortion, murders and shootouts, with the object to become the Supreme Don. Action Figures Despite all of his changes in size over the past 25 years, Hasbro's G.I. Joe is as much the hardy perennial on the action figure front. Joe's also had more frequent, and effective, competition, most recently from Playmate's Teenage Mutant Ninja Turtles.

There are several new action figure lines this year. Playmates, which is introducing some two dozen new Ninja Turtles, is also banking on "Dick Tracy" becoming a blockbuster, but the company is wisely emphasizing the Stir-frying delivers nutritious, fresh tasting and attractive meals in minutes plus advertising from The Appliance Store, Sears and Giant Eagle.
