Our concern is safety. Closely tied to safety are engineering and technology, which require strict adherence to bid specifications. This is the only practical way of controlling quality and standards which impact on safety.

Recently, Bi-State Development awarded a contract for the construction and train control system to a company which apparently did not comply with the specifications. This was done counter to advice given by Bi-State's engineering and design consultants. The signal and control system is the "brains" of mass transit. If an inferior or malfunctioning system is installed, the result could be tragic. The Coalition for Safe Transit is strongly supportive of fast transit.

However, we believe that Bi-State has violated its own bid specifications, compromised its integrity and created a situation where the people of metropolitan St. Louis may end up not only with an inferior system, but one that could be unsafe. Most state and federal agencies are controlled by laws or regulations which monitor the actions of public agencies like Bi-State. Unfortunately, this is not the case with Bi-State Development which claims that it is not subject to either Missouri or federal laws or regulations. It appears, in fact, that this public agency has no one over-seeing its actions.

That is why the Coalition for Safe Transit Is taking a strong interest in this situation. We want Bi-State Development Agency and every other public entity to be responsible and responsive to the public they are supposed to serve. We don't want to see people d'e! VALLEJO, Calif.
