4C WEDNESDAY JUNE 991 JUN 13 1991 Panel Says Judge Harassed Women By Terry Ganey Post-Dispatch Jefferson City Bureau Chief JEFFERSON CITY The Commission on the Retirement, and Discipline of Judges has recommended that Judge K. Stanley Clay be suspended without pay for 30 days on charges that he sexually harassed five women in his courtroom in Columbia, It said also that since August 1986, Clay had sexually harassed the worn-1 an with sexually oriented jokes, an attempted kiss, touching her on the arms and shoulders and sending her flowers. The charges alleged a similar pattern of conduct with another employee of the probation office between r-, I IJ 1978 and 1988. They said the judge invited her to his house alone on about 10 occasions. She declined the invitations.

Similar charges were made regarding Clay's conduct toward a court security officer, a court reporter, and a secretary working at the courthouse. Bley said that he would not argue the facts of the case in the press. But he said that the MO. Clay, a Boone County associate circuit judge, is accused of fondling women, stroking their hair, trying to kiss them, making suggestive remarks and sexual gestures, discussing oral sex and telling sexually oriented jokes. It said that as Clay was leaving his courtroom in September, he momentarily placed a small pocket knife under the woman's chin and touched her breast and hip without her consent. Donald Garrett, a former engineer for the Missouri Highway Department, died Tuesday (June 18, 1991) of a heart ailment at Barnes Hospital. He was 59 and lived in Concord Village. Mr.

Garrett began a 30-year career with the Missouri Highway and Transportation Department in 1958 when he joined the department as chief designer in Kansas City. In August 1970, Mr. Garrett moved to the St. Louis area, where he headed the department's surveys and plans department for 18 years. In September 1988 he left the Highway Department to work as a project engineer for the city of Creve Coeur.

Work Slowdown Clogs Belgium's Border BRUSSELS, Belgium (AP) Customs officials continued a work slowdown Tuesday to demand job protection after the European Community removes internal trade borders. Hundreds of cars and trucks were lined up at several border crossings to neighboring France, Germany, Luxembourg and the Netherlands as Bel gian customs controllers checked every paper scrupulously. The slowdown, which started two weeks ago, highlighted the fears of the 6,500 customs agents that they will lose their jobs once the 12 EC states unify their markets after 1992.
