Harris lived in the 1400 block of Rowan Avenue. Homicide detectives said they knew of neither motives nor suspects in the shooting.

ASSAULTS Meacham Park: A St. Louis man, 27, who police say tried to shoot a St. Louis County police officer, was booked Tuesday on suspicion of assault and Police said the man pointed a shotgun at County Officer Kirk Lloyd about 7:30 a.m. Tuesday in the 200 block of Also-brook Street. The man pulled the trigger, but the gun did not fire.

The man dropped the gun and fled; he was captured quickly by police. The man and another suspect who got away had a stolen 1987 GMC van. The van, two rifles and the shotgun were recovered. Louis, was sentenced Tuesday to 7Vi years in prison for shooting his stepfather, Eddie Wright two years ago. Williams pleaded guilty of second-degree murder in exchange for a reduction of the charge from first-degree murder. The snooting took place April 16, 1989, in a quarrel in the family's home at the DeShields complex. Williams claimed he thought the shooting was justified. VIOLENT DEATHS St.

Loui: Alexander Harris, 30, was fatally shot in the head about ft Navy Pact For Sub Challenged 1991, Reuters News Service CHICAGO A Tenneco Inc. subsidiary sued the federal government Tuesday to try to block the Navy's award of a critical $615 million submarine contract to General Dynamics Corp. The Tenneco unit Newport News Shipbuilding of Norfolk, said in its suit that the award was unfair and illegal because of what it called interference from the office of Defense Secretary Dick Cheney. On Friday, the Pentagon awarded the contract to build the second of the Navy's new SSN-21 Seawolf attack submarines to General Dynamics' Electric Boat subsidiary of Groton, Conn. General Dynamics has its corporate headquarters in Clayton, Mo.

The suit filed in U.S. District Court in Norfolk, seeks to have the contract award set aside. Newport News President Edward Campbell said the Navy failed to follow the terms of the original bidding process for the submarine and was influenced by Improper Interference from Cheney's office. "We are advised by our attorneys that this is not only unfair but illegal as well," he said. Jack Garrow, a Newport News spokesman, said the suit cites a memo from an acting undersecretary of defense that gave certain directions to the Navy on the award that were not in accordance with the original requests for contract bids.

The two companies competed vigorously for the contract which was considered vital to each company's future in submarine construction. "The internal charges are both speculative and circumstantial in nature," Officer John Johnson, president of the association, said Tuesday at a news conference at the group's offices at 3710 Hampton Avenue.

"There has been no conclusive physical evidence which would connect any of these officers to the incident" Officers John Rice, Timothy Schilli and Blanche Holden and a probation-i ary officer were suspended Thursday after a 2 '2 -week Investigation by the Internal Affairs Division. The probationary officer has not been identified because he is subject to termination at any time without benefit of a Police Board trial. Residents of a house in the 5300 block of Geraldine Avenue allege that police fired several shots into the rear of their home on the night of April 12. No one was injured. Nobody was inside the house at the time of the alleged shooting, but three people were on the front porch.

Internal Affairs investigators found 12 bullet holes in the rear of the home. Rice pointed out that the Police Board lawyer who works with Internal Affairs, C. John Pleban, once defended association members but was let go by the association's executive committee. Pleban crumpled a copy of Johnson's news release and said he didn't wish to comment about Rice's remarks. Pleban said Johnson would have no knowledge of the nature of the evi dence gathered by Internal Affairs. WESTMORELAND See Meyers WASHINGTON (AP) A genetically engineered growth hormone that forces cows to give more milk poses no health hazard to humans, congressional analysts said Tuesday.

The hormone, bovine somatotropin, "poses no additional risks to consumers in food products, does not harm cows and will not alone economically disadvantage the traditional farm operator," said the Office of Technology Assessment, which looks at technology issues for Congress. The hormone cannot be sold in the United States until it receives approval from the Food and Drug Administration. Each company seeking FDA approval must demonstrate that its product is effective and safe. In January, the agency told Monsanto which is based in St. Louis, to stop promoting BST, as the product is called.

And last December, when a committee convened by the National Institutes of Health announced that BST is safe, protesters interrupted repeatedly. BST can increase milk output for each cow by 12 percent, a gain in productivity that the Office of Technology Assessment said "would take 10 to 20 years to achieve using current breeding methods." It also causes calves to grow faster. The hormone must be injected to be biologically active, the agency said. If given orally, it is broken down in the digestive process like any other protein in the diet But even if it were injected in humans, the report said, it would not have the same biological action as it does in cows. Concern has been raised about the product not only because of any feared effect on humans but also the effect on the farm economy a large increase in milk production would depress prices that farmers receive.

Some states have banned the sale of BST if it is ever approved by the FDA. Others are considering laws to require that milk products from hormone-treated animals be labeled as such. The congressional analysts said biotechnology advances in animal reproduction, animal health and food processing would put even more pressure on small dairy farms, "regardless of whether or not BST is approved." It conceded that "BST will accelerate this trend." WIGGE, FRANCES M. Marilyn A. Mur, a dance teacher and choreographer, died Tuesday (May 7, 1991) of cancer at St Anthony's Medical Center in south St Louis County. She was 52 and lived in Affton. For more than 10 years, Mrs. Mur taught ballet jazz and tap and choreographed all the musical productions at Ursuline Academy in south St Louis County and at St.

Louis University High School. She attended Webster University and was a member of the Muny Opera dancing chorus for three years. She also was a member of the June Taylor Dancers. Mrs. Mur was a former president of the Zonta Club of St Louis and was an officer in the St.

Louis Dancing Teachers chapter of Dance Master of P. 'Paul' Gross, 52; Executive At Famous Paltlel "Paul" Gross, an executive at Famous-Barr, died Friday (May 3, 1991) of cancer at Jewish Hospital in St. Louis. He was 52 and lived in 1 Ladue. Mr.

Gross joined the May Depart-; ment Stores Co. in 1980 as a vice president and general merchandise man-ager at its Hecht Co. division. In 1984, he worked for Gateway Apparel store in St Louis as a vice president of merchandising. Mr.

Gross returned to May in 1989 as vice president and divisional merchandise manager of women's sportswear at Famous-Barr. Mr. Gross was born in Tel Aviv, before moving to the United States about 30 years ago. He received a bachelor's degree in 1964 from Brooklyn College and in 1967 earned a master's degree from the Wharton School of Finance in Philadelphia. A funeral service was held Sunday in Cleveland Heights, Ohio, where he was buried.

Among the survivors are his wife, Sheilah Gross; three sons, Eltan Gross of Los Angeles and Gilad Gross and Daniel Gross, both of Ladue; and his mother, Marsha Gross of Brooklyn.
