We would build a stadium for his team and give him the right to use it for $350,000 a year. He would send out teams that finished 5-11 and then send out season-ticket renewals and wonder why fans didn't sign up. He would treat his most loyal fans, the season-ticket holders, with cold callousness.

You bought eight seats and you want a $5 media guide? Send me five bucks. You don't want to pay for exhibition games? Tough. He would sit there and wait for the television rights to roll in. A million or so in the first years, then $6 million or $7 million, and then, for most of the last decade, $15 million a year from that socialist TV pool. And all this money, all this unearned money, covered up his inability to understand the game.

And then the freebie economics got a little more complicated. The players struck for more money, and the United States Football League drove the price of talent up. TV ratings for NFL games flattened out and then dipped, and then continued to dip. The last TV contract contained no increase at all. Suddenly the live gate once dismissed as gravy in a game that would soon be a "studio" game that didn't need fans became critical.

The gravy had to come from luxury boxes for stadium fat-cats. To fill the seats and to fill toe luxury boxes, Bidwill had to field a good team, had to stop blowing those draft choices. And he didn't know how to do that. He was 52 years old and looking at squandering his inheritance. So he went through toe back door, taking the easy way out and the sleazy way out He found a new bunch of suckers, suckers who'd rather have the NFL's 28th-least desirable franchise than no franchise at all.

To be sure, he gave St. Louis three years to come up with a plan to save the team. Three years, what with political bickering and this town's hidebound civic leadership, wasnt nearly enough to overcome 25 years of bad teams and bad blood. In time, Bidwill's decision to leave town will be seen as a blessing. In time, St Louis will get another team.

It might take five years, it might take 10. and then another five or 10 to build a Super Bowl contender. It might take 20 years, but if Bidwill doesn't change his ways, it'll take the Arizona Cardinals a million years. Arizona Cardinals, my foot Call theTn the Desert Rats. N.j.
