Meanwhile, rebels said Thursday that they had captured a garrison in northeastern Afghanistan, their third such success in the region in the past six months. A spokesman for Jamiat-i-Islami, one of the biggest of the seven rebel groups based in Pakistan, said the garrison at Borka had fallen on Dec. 24 after a battle of a few hours.

"We are clearing the enemy out of the mountains, step-by-step, one-by-one," a Jamiat official said. Independent confirmation of the report was unavailable, and the government has made no report of the incident. Borka was the third base reported taken since July by the Supervisory Council of the North, an umbrella organization. 1988, Reuters News Service ISI.AMABAD, Pakistan A second relief convoy of 184 vehicles arrived Thursday in Khost after the Afghan government said it had broken the long rebel siege of the town, the state-run Kabul radio said. The radio, monitored in Islamabad, said the convoy had brought 1,423 tons of food and consumer goods.

It arrived at the eastern garrison town from Gardez, the capital of Paktia province. The first relief convoy reached Khost on Wednesday. But spokesmen for guerrillas based in Pakistan said that the siege was continuing and that the government and Soviet forces were bogged down about 20 miles from Khost. Kabul radio said authorities planned to send 10,000 tons of supplies to Khost in the next five days in daily convoys of 150 to 190 vehicles. It said the supplies brought earlier had been distributed among some 4,000 people.

"I shed tears of joy when the first convoy arrived in Khost," the radio quoted a Khost resident as saying. "We the people of Khost have endured a lot of difficulties and hardships. We had to buy one sir (IS pounds) of salt for 2,000 afghanis he said. Bakhtar, the state-run news agen cy, said earlier Thursday that Afghan armed forces had to build five bridges to get the first supply convoy through to Khost. The rebels had destroyed and mined about 40 miles of the main highway from Gardez, it said.

The relief force had to repair the road, defuse the mines and put up five new bridges before the convoy of 155 trucks could reach the town on Wednesday, it said. The priestess, Alice Lakwena, was arrested along with seven followers on Saturday when they crossed illegally into Kenya, said Justis ole Ti-pis, minister of state in charge of security. In a campaign that began a year ago, Lakwena, 27, mesmerized Ugandans with claims that spirits spoke through her. Known as Mama Alice to her followers, she inspired her Holy Spirit Movement followers to march into battle singing hymns and instructed them that the oil smeared on their chests would ward off bullets. She told them their sticks and stones would explode like grenades. At its height, her army numbered 7,000. Many were killed in one-sided clashes with Ugandan forces.

The Holy Spirit Movement was never a serious military threat, but Lakwena became a major embarrassment as foreign reporters detailed her exploits. In October, Uganda began a campaign to wipe out the Holy Spirit Movement and to capture or kill its leader. After losing thousands of her followers in suicidal attacks, Lakwena was reported in November to be wounded and fleeing, on a bicycle pushed by the remnants of her army. Her whereabouts were unknown until the Kenyan announcement on Wednesday.
